π Tender Overview
Military Mobility Is Considered One Of The Most Important Elements Of Modern Defense - It Is The Ability To Quickly And Without Obstacles Redeploy Military Forces Across The Territory Of The European Union States. This Capacity Is Based On Three Main Areas: Bandwidth Of Physical Infrastructure, Speed Of Procedures And Digital Security. The Military Mobility Package Presented By The European Commission Is A Significant Step In Removing Obstacles To Faster Military Movement In Europe And Strengthening Deterrence And Defense Capabilities, Especially In The Regions Bordering Russia And Belarus. Lithuania Supports This Initiative And Emphasizes That Its Comprehensive And Coordinated Implementation Is Necessary In Order To Ensure A Quick, Predictable And Large-Scale Redeployment Of Allied Forces Throughout Europe. The European Commission Intends To Allocate Around 17.6 Billion Euros To Military Mobility In 2028-2034, Which Is 10 Times More Than During The Previous Funding Period. Lithuania Aims To Make Maximum Use Of The Proposed Measures And Continue To Consistently Develop Strategic Infrastructure In Military Mobility Corridors, Strengthening Both National And Regional Security, Says Minister Of National Defense Robertas Kaunas. The Military Mobility Plan Prepared By The Ministry Of National Defense Focuses On The Adaptation Of Civilian Transport Infrastructure To Military Needs, Developing A Dual-Purpose Infrastructure That Would Be Needed Both For The Arrival Of Allied Forces And For National Defense Needs. When Preparing A New Regulation, It Is Necessary To Ensure Close Coordination Of Institutions, Therefore The General Position Of Lithuania Is Formed By The Ministries Of National Defence, Communications, Internal Affairs And Finance. It Also Aims To Align The Future Regulation With Initiatives Already In Place, Including Pesco Projects And European Defense Agency Agreements, Thus Avoiding Duplication Of Procedures. Lithuania Has Already Implemented Military Mobility Procedures Agreed In The European Union, The Deadline For Issuing Permits To Arrive Or Transit For Planned Events Is 5 Days, And In Other Circumstances - 24 Hours. Therefore, It Is Expected That The Future Eu-Wide System Will Build On The Good Practices Of The Member States And Will Not Create Additional Administrative Obstacles. Equally Important Is Close Cooperation With Nato And Strategic Partners Outside The Eu In Order To Achieve Compatibility And Effective Coordination. The Military Mobility Regulation Proposed By The European Commission Envisages Harmonizing The Legal Framework Throughout The Eu And Creating Conditions For Faster Movement Of Military Personnel, Equipment And Allies With Heavy Military Equipment Between Member States. The Document Proposes To Remove Regulatory Barriers To Cross-Border Military Transport, Introduce A Unified System Of Issuing Permits, Simplify Customs Procedures And Give Priority To Military Transport. It Is Also Planned To Create An Emergency System, Emers, Which Would Allow The Application Of Accelerated Procedures And The Use Of Infrastructure In A Simplified Manner During A Crisis. Sgt. Sp.
