📋 Tender Overview

Foreign Minister Marcelo Ebrard Casaubon inaugurated the new Passport Office in the Eastern Zone of Mexico City being number 17 throughout the national territory under the turnkey concept with a total investment of the private initiative which will attend up to a thousand appointments a day.Secretary Ebrard assured more than ten thousand people that the inauguration responds to the instruction of President Andrs Manuel Lpez Obrador to open the most beautiful and that has everything office in Iztapalapa. In that sense he said that these offices are not just an office is a philosophy it is a vision everything we do has to be better where it is most needed everything we do has to bring equality and everything we do has to help those who have less so we are here in the east of the city. The Passport Office in the Eastern Zone is configured in a regional office that will serve several mayors such as Milpa Alta Tlalpan Tlhuac Xochimilco as well as the Mexican municipalities of Ayotla Chalco Ixtapaluca Los Reyes la Paz and Nezahualcyotl and of course the Mayors Office of Iztapalapa itself. The creation of the new Eastern Zone Passport Office is born from a new model of unprecedented public administration -instructed by Foreign Minister Marcelo Ebrard- which is the merger of two Passport Offices Tlalpan created in 1991 and 11 years later Iztapalapa in 2002.Its union means a complete transformation that favors the expansion of services in the eastern area of Mexico City since several target audiences come together both in the City and in the State of Mexico to be served in comfortable and modern physical spaces giving rise to a better framework of institutional action of the Ministry of Foreign Affairs. Finally Foreign Minister Marcelo Ebrard said that under his leadership the Foreign Ministry works for you we have to do things better every day we have to bring better offices because our people deserve a lot we do not want offices that are falling we want decent offices because Mexico is big and its people are bigger. The Passport Office in Iztapalapa was established in 2002 and for almost 21 years occupied the building that was recently closed due to the change of headquarters because the previous one was considered insufficient to cover the demand for passport issuance services hence the Mexican Foreign Ministry sought solutions that allow timely and quality attention to service applicants. The new property located in the Shopping Center Parque Las Antenas located on Avenida Perifrico No. 3278 Colonia Esperanza Iztapalapa City Hall means better conditions since the surface goes from 297 square meters to 894 meaning an increase of 597 meters without the disbursement of public resources. The Passport Office will have a schedule from Monday to Sunday from 800 a.m. to 2000 p.m. and a capacity of up to 1000 daily appointments having an average capacity of up to 350000 appointments per year a figure that represents the number of appointments that were had in 6 years jointly in the Offices of Iztapalapa and Tlalpan from 2018 to February 2023.To achieve this goal the capacity of the workstations was increased from 2 to 5 biometric capture records of the applicants which benefits shortening waiting times in the passport process. It can be increased up to 6 stations. The building of the Passport Office has an extensive area of waiting rooms where the childrens play areas and the lactation room stand out. The inclusion of the lactation room reinforces the established conditions of the Mexican standard 025 in labor equality and non-discrimination reached in January 2023 by the Ministry of Foreign Affairs achieving the gold level certification which is the highest degree achieved. The new Office is inclusive since it has a tactile guide for visually impaired people and special windows with adequate measures both for the beginning of the process and for the delivery of the passport. At the same time the risks of possible accidents are also minimized since civil protection standards are met by having firefighting equipment signposted evacuation routes and trained brigade members highlighting support for people with disabilities among others.Likewise the space for the attention to the general public has modern and illuminated windows which are protected with glass for greater security of applicants and public servants. Similarly there are screens to receive important information regarding the passport process and the programs and services of the SRE.For the staff that serves the user public there is a hygienic and comfortable place for the intake of food and a safe space to store their belongings also favoring the working conditions offered by the Ministry of Foreign Affairs through the Passport Offices. The graphic image that will accompany the applicants in their stay is based on exalting the lake plains of Xochimilco the Cabeza de Jurez and the pyramid of Cerro de la Estrella -iconic of the area- and the traditional charros of the popular festivals of the towns of Iztapalapa. The foreign minister was accompanied at the inauguration by Soledad Guadalupe Lpez Acosta head of the Internal Control Body Daniel Milln Valencia head of the Office of the Secretary Luis Gutirrez Reyes executive director of the Institute of Mexicans Abroad Carlos Candelaria Lpez general director of Passport Offices Jaime Vzquez Bracho Torres Director General of Consular Services as well as Lorenzo Gutirrez Ibez General Director of the Auxiliary Police of the Mexico City and David Daniel Kabbaz Chiver entrepreneur Grupo Danhos. The Ministry of Foreign Affairs reiterates its broad willingness to offer the best service to citizens and welcomes the opening of its new Office in the East Zone of Mexico City.
