Opening speech of the Conference. discussion, Minister of Science and Technology Vu Hai Quan emphasized Resolution No. 20-NQ/TW dated July 28, 2026 of the XIV Central Executive Committee, setting new requirements for science, technology, innovation and digital transformation. According to the Minister, Vietnam must not only research and exploit the sea but must gradually master the sea with knowledge, data, technology and innovation. Science and technology is no longer just a tool to support each branch and field of the marine economy, but must become the foundation of integrated management and unification of the national marine space; develop a blue, modern, digital and sustainable marine economy; protect the environment, ensure national defense and security and enhance Vietnams position in sea and ocean governance. On August 7, 2026, the Government issued Resolution No. 218/NQ-CP on the Action Program to implement Resolution No. 20-NQ/TW. The Minister said that the tasks for the Ministry of Science and Technology must be seen as a system linking scientific research, basic investigation, data, technology, innovation, human resources, research infrastructure and international cooperation. During the period 2026-2030, Minister Vu Hai Quan proposed to focus on 5 major directions: Forming strong marine research capacity; consider marine data as national strategic infrastructure; moving from technology application to technology mastery; Take businesses and localities as important subjects of the marine innovation ecosystem; At the same time, innovate the way to organize and deploy marine science and technology tasks. In particular, marine data needs to be standardized, integrated, interconnected, shared and ensure security, safety and data sovereignty. On that foundation, develop digital sea and ocean maps, modeling, forecasting and artificial intelligence tools to serve management, planning, warning and decision making. The Minister also emphasized that the ultimate goal is not how many topics or reports there are, but what technologies to master, what products to create and what national capacity to form. Marine science and technology tasks need to be strongly transformed into large, interdisciplinary, inter-regional problems with clear output products. From there, the Academy proposes 4 directions: Changing the approach in organizing marine research; moving from research topic to big national problem; consider marine data as strategic infrastructure; Build a national marine research ecosystem. In particular, marine data needs to be integrated from research ships, satellites, monitoring buoys, marine radar, underwater robots, specialized databases and socio-economic data. This will be the foundation for developing AI for the ocean, forecasting models, digital maps, Digital Ocean and moving towards Digital Twin Ocean. The Vice President of the Academy believes that it is necessary to make 4 transformations simultaneously: From single-disciplinary research to interdisciplinary and multi-disciplinary; from individual topics to large problem solving programs; from distributed data to shared marine data infrastructure; and from applying technology to gradually mastering strategic marine technologies. Vietnam Academy of Science and Technology, with its multidisciplinary research strengths from Earth science, marine science, biology, materials, AI, electronics - automation, space technology to the environment, is determined to be able to play the role of one of the nuclei connecting research capabilities to solve the countrys major maritime problems.
