📋 Tender Overview

The Ministry of Construction sets a goal that by 2030, 100% of currently operating expressways will complete data connection to the Intelligent Road Traffic System Management Platform (ITS Core). Download The Ministry of Construction sets a goal that by 2030, 100% of currently operating expressways will have completed data connection to the Road Intelligent Traffic System Management Platform. The Ministry of Construction has just issued a Plan to deploy the construction of the Road Intelligent Traffic System Management Platform for the period 2026 - 2030, aiming to form a core digital platform to manage and coordinate traffic throughout the expressway network and connect data with centers. Urban traffic management center. Forming the core digital platform for traffic management According to the Decision of the Ministry of Construction, the Intelligent Road Traffic System Management Platform (ITS Core) will be built to become the core digital platform for road traffic management and coordination, integrating and processing real-time data from 100% of highway traffic management and operation centers (TMC). This platform will form a centralized data warehouse, applying artificial intelligence. (AI) and big data (Big Data) to automatically detect incidents, forecast traffic and support real-time traffic flow decisions. At the same time, an inter-industry connection and data sharing protocol axis will be established, providing open traffic data services for people and businesses. According to the plan, the construction of ITS Core is divided into 4 phases from 2026 to 2030. In the first phase, from 2026 - 2027, the Ministry of Construction will review and promulgate technical standards on connection protocols and traffic data structures between TMCs. route with ITS Core; At the same time, build the overall software architecture and information security architecture for the platform. By 2028, the platform will enter the stage of developing core subsystems, digital infrastructure configuration and pilot integration. These subsystems include data collection, data warehouse, road infrastructure database, vehicle load control data and non-stop electronic toll collection system. Notably, the Ministry of Construction plans to train AI models to analyze incidents with images, build digital GIS maps for real-time monitoring and pilot data integration with 3 - 5 key expressways on the North - South axis along with the gateways of Hanoi and Ho Chi Minh City. Next year 2029, the system will be fully tested, integrated across sectors and officially put into operation. The plan aims to connect test data with the Traffic Command Center of the Ministry of Public Security and develop the VNeID integrated traffic digital service application. By 2030, 100% of currently operating expressways must complete data connection to ITS Core. Along with that, the platform will expand the integration of key national highway networks, connecting data with urban traffic intelligent operation centers (IOCs) in Hanoi, Ho Chi Minh City, Da Nang, Hai Phong and Can Tho, and at the same time ready infrastructure for V2X communication. From individual ITS systems to shared platforms According to the plan, ITS Core will include 5 core technology subsystem groups: data integration and standardization; centralized data warehouse; AI processing and predictive analytics; supervision and administration; sharing data and digital services. In particular, the centralized data warehouse will store Big Data raw data, videos, infrastructure and road asset life cycle databases, WIM load scale data and toll collection data. The AI subsystem is responsible for analyzing images to automatically detect incidents, predict congestion and propose scenarios for traffic flow and coordination. Notably, the real-time digital traffic map will display traffic status throughout the expressway network, instead of just tracking each route separately. The system is also designed to connect with NDXP/LGSP of the Ministry of Public Security, providing an open data portal and integrating with VNeID. To deploy, Vietnam Road Administration is assigned to preside over the construction of ITS Core software under the Investment Project of Smart Road Traffic System Management Center; develop regulations for management, exploitation and operation of the platform and coordinate with expressway investors to implement data connection on schedule. Meanwhile, the Department of Science, Technology, Environment and Construction Materials is assigned to preside over the appraisal and promulgation of standards and technical regulations on smart traffic data; The Department of Planning and Finance advises on capital sources to ensure the progress of plan implementation.
