Group photo (c) MENEJ This dialogue forum dedicated to educational policies brings together 25 delegations from 22 OECD member countries and was opened on November 28, 2025 by the Minister of National Education, Children and Youth, Claude Meisch at the European Convention Center Luxembourg. Beforehand, a visit to the National Education Training Institute (IFEN), the Digital Learning Hub (DLH) and the Continuing Professional Training Center (CNFPC) in Belval allowed participants to discover Luxembourg training systems and gave rise to discussions on the essential conditions for lifelong learning. Minister Claude Meisch underlined: Lifelong learning goes far beyond adult training, reskilling, upskilling or leisure learning. It also involves remaining open and curious about the world, being interested in society and playing an active role in it. Under the theme Developing engaged and resilient lifelong learners in a digitally transformed world, the meeting focuses on key moments in life (early childhood, adolescence and mid-career transitions) during which targeted support can strengthen engagement and skills for lifelong learning. During the two days, participants discuss the challenges that education systems face: declining performance of young people, stagnation of adult skills and limited participation in continuing education, in a context of rapid technological transformation, and how to remedy them.
