π Tender Overview
A structuring, prospective and evolving master plan For the first time, a strategic planning document for the development of airport infrastructure has been developed. The masterplan provides an overview and identification of potential projects with a clear concept and structure for the organization of the airport site. This strategic document is a vision for 2050, but does not constitute a definitive construction plan. The projects mentioned must be developed and analyzed in detail, particularly on technical and budgetary levels, before any implementation decision. It therefore serves as a reference framework to structure planning and reflections relating to the future development of the airport. Luxembourg airport is much more than a transport infrastructure: it is a catalyst for growth, connectivity and prosperity for the country. My responsibility is to anticipate future needs, to ensure that the necessary investments are undertaken and to guarantee that the airport continues to sustainably support the Luxembourg economy. A structured and coherent vision embedded in an overall concept has proven essential. The masterplan is a first, it is a strategic master plan, the expression of a strong political will: it creates a clear, rational and sustainable framework, it methodically anticipates the needs and opportunities of tomorrow, emphasized the Minister of Mobility and Public Works, Yuriko Backes. Independent economic studies confirm its central role in the economic development of the country and the Greater Region. With an economic impact estimated at 9.2 billion euros, or nearly 13% of Luxembourgs gross domestic product, the airport supports around 90,000 jobs throughout the Greater Region, including 55,000 in Luxembourg. These figures illustrate the key role of the airport as a regional economic engine, whose capacity and performance directly influence the competitiveness, attractiveness and resilience of the Luxembourg economy. Over the past eighteen months, the government has taken several decisions to support the development of the airport. Also, an investment plan has been defined for the next seven years, until 2032, which provides for more than one billion euros of investments. The State is contributing more than 200 million euros to this plan, the rest being financed by lux-Airport. Through this structured and progressive planning, the airport infrastructure projects resolutely towards the future. By anticipating traffic growth, modernizing its infrastructure and strengthening the quality of service, Luxembourg airport is consolidating its role as a strategic European platform, serving connectivity, the economy and the attractiveness of the country. Sustainability and consideration of environmental issues constitute essential pillars of the plans development strategy by reconciling growth, operational performance and respect for the environment. The development of the airport is carried out using an integrated approach aimed at optimizing the use of land and resources, strengthening the public transport offer and promoting sustainable multimodal mobility solutions. Furthermore, lux-Airport intends to be a lasting part of its local environment by fully assuming its role as a responsible institutional actor, in close cooperation with neighboring municipalities and all stakeholders, in order to contribute to balanced and harmonious territorial development. Traffic forecasts at the heart of planning decisions Traffic forecasts constitute a central element of lux-Airports strategic planning. They make it possible to anticipate changes in long-term demand and to determine the timing, scale and prioritization of infrastructure investments, in order to guarantee a sustainable match between capacities and real needs. Current forecasts concerning the evolution of air transport anticipate 10.6 million passengers (+100% compared to 2025) and 1.25 million tonnes of freight (+50%) by 2050. In total, 107,000 commercial movements (+42%) are planned. The joint objective between the airport operator and the government, more precisely the Ministry of Mobility and Public Works, aims to optimize the future use of the limited surface area of the Findel site. A methodological masterplan for 2050 The planning process retained in the masterplan allows a progressive, coherent andsustainable investments. Among the priority areas of the master plan are: Extension and modernization of terminals A and B; Extension of aprons and reconfiguration of taxiways; Modernization and development of cargo facilities; New on-board catering facilities; Repair and overhaul activities (Maintenance, Repair and Overhaul - MRO); Facilities dedicated to drones; Creation of de-icing zones and engine test zones; Construction of a new business aviation center and a new VIP lounge. In this context, the construction of a new hybrid control tower constitutes an essential element to guarantee the continued provision of air navigation services that are safe, efficient and adapted to future requirements. Concrete achievements by 2032 The first phase of the master plan, which extends until 2032, aims to respond to the most pressing capacity challenges in terminals and airside, while modernizing the current state of certain infrastructures. Extension of Terminal A (2028) This first stage provides for: The installation of a modern centralized security control station, equipped with new, recently approved cutting-edge technology. Improving check-in and baggage drop-off processes, to improve boarding operational efficiency. Extension of Terminal B (2028) The extension of Terminal B will allow the creation of approximately six additional boarding gates, served by b
