Loreto Forest Supervision Tender

📄 Tender ID: 534939317 📅 Published: 07 Jul 2026

📋 Tender Overview

OSINFOR supervision guarantees sustainable use of forest and wildlife resources in the Amazon.Loreto. - In the last ten years, the number of ghost trees in the department of Loreto was reduced by more than 99% thanks to the forest inspection carried out by the Forest and Wildlife Resources Supervision Agency (OSINFOR) regarding the information recorded by forest users in forest management plans.

According to OSINFOR information, the number of ghost trees (those that appear in management plans, but do not exist in the forest) was reduced from 14,367 in 2015 to only 82 in 2025.

This result responds to the work articulated with the Regional Management of Natural Resources and Environmental Management of Loreto, which has strengthened the oversight capacity of OSINFOR. The prior inspections carried out to approve management plans and the timely sending of information on the enabling titles through the SIADO Region platform allow OSINFOR to have accurate and timely data to plan and execute supervisions.

Every harvesting activity subject to a management plan has to meet conditions to carry out responsible harvesting. Today we can say that the index of non-existent trees has dropped to less than 1%, which means that the management plans have real information about the forest, said Cesar Escalante Fernandez, coordinator of the Iquitos Decentralized Office of OSINFOR.

Orderly and sustainable use
In Loreto there are 67 active forest management plans. Of these, 21 are general forest management plans (PGMF) that are characterized by having high-impact industrial planning, 15 are intermediate forest management plans (PMFI) that allow the extraction of a volume of up to 2,500 m3, and 31 are management declarations (DEMA) that authorize the use of a maximum of 600 m3 of wood.

To ensure that resources are not exhausted, both the PGMF and the PMFI divide the harvesting area into operational plans (OP), which allows one plot to be harvested, while the others remain intangible and regenerate naturally through their seed trees.

Without management plans, harvesting would be unsustainable because there would be no way to control forest activity according to the modality of each user and the result would be illegality. These instruments are what allow us to verify that what they declare corresponds with what really exists in the forest, explained Anselmo Saavedra Vargas, OSINFOR forestry analyst.

Committed to legality

In order to guarantee compliance with obligations and the practice of legality in concessions and private properties with DEMA and PMFI, OSINFOR held two capacity-building sessions in Iquitos aimed at 26 forest owners and regents representing 39 enabling titles in the department of Loreto.

The workshops were given with the support of the Center for Productive Innovation and Technology Transfer (CITE) Forestal Maynas and addressed topics such as the voluntary correction of minor non-compliance, preventive notification, the inspection and supervision processes of OSINFOR, the registration of the operations book and the preparation of the execution report.
