📋 Tender Overview
On Thursday, a meeting of the Working Group of the National Energy and Climate Plan (NECPs) was held at the Ministry of environment, attended by Cecile Hanoune, a representative of the European Commission's Directorate-General for Climate Action.
During the meeting, the ec's latest proposals, sources of funding were discussed and the work carried out over three years, greenhouse gas (GHG) projections and measures to implement the reduction of these gases for the energy and decarbonization sectors were presented.
This working group is composed of representatives appointed by the Ministries of Energy, environment, transport, agriculture, economy and innovation, education, science and sport, finance, the interior, social security and labour, and foreign affairs.
EC spokeswoman C. Hanoune noted at the meeting that lithuania's NECPs are one of the good examples of planning
"In order to achieve significant objectives, it is necessary to strengthen dialogue with policymakers, hear problems and expand discussions on current and future EU climate policy. Only through active cooperation can we effectively respond to the challenges of climate change and take the necessary action today," said Mr Hanoune.
Much attention was paid to the plans and challenges of the decarbonization of the transport sector at this meeting. The transport sector generates the most CO in the country2 emissions, and the achievement of the sector's objectives is most difficult because of the need for investment and the need to change the behaviour of society.
The issues of fossil fuel taxation and the elimination of subsidies were also discussed, which are important when it comes to covering ghg costs for sectors not participating in the emissions trading system. This would allow Lithuania to raise an additional eur 1.1 billion. euros of additional funds to the state budget in 2025-2030, the EC representative was presented with the amendments to the Law on Excise Duties, which are currently under consideration, which additionally tighten the taxation of fossil fuels. It is hoped that the additional funds raised will contribute to the financing of the country's defense and at the same time help reduce the consumption of fossil fuels.
The task force meeting also touched on the EC's proposal to achieve the climate change mitigation target of a 90% reduction in GHG emissions by 2040 compared to 1990. Lithuania shares this objective, but, as was said at the meeting, it is important to assess in more detail and take into account the different transformation capacities of the countries, national circumstances, financial possibilities and the negative socio-economic consequences.
This EC proposal will be discussed with all interested groups and the final decision on the EU's 2040 climate target will be taken by the European Council in June this year. Following the European elections, the new EC will present proposals for new legislation to this end.
The meeting also discussed the EU's climate risk assessment and discussed funding opportunities. Much attention has been paid to projects funded by the Innovation Fund and the Just Transition Fund, which contribute to climate change mitigation and the reduction of social burdens.
The Innovation Fund will be able to finance NECPs measures for renewable energy, energy storage technologies, safe CO2 collection and geological storage or use. The total value of the Innovation Fund is EUR 400 million. emission allowances (€10 billion). These funds will be distributed through regular calls for proposals for the period 2021-2030.
The Ministry of The Environment recalls that the NECPs are currently being updated. The development of the updated plan started in 2021 with the involvement of the public as much as possible and the establishment of 5 working groups on decarbonization and 3 on energy.
