📋 Tender Overview
The government approved amendments to the Description of the Procedure for assigning forests to forest groups and the norms for assigning forests to forest groups prepared by the Ministry of Environment, which will allow to shorten the process of assigning forests to forest groups and changing the group of forests from ten years to 3-4 months.
These changes are relevant for residents because there arecases where, afterthe managers of the forests have installed recreational infrastructure in the forests, the Ministry of the Environment or the state forest manager is approached by the communities, asking that a particular forest be classified as recreational forests. It will also save time and money in cases where newly inventoried forests need to be assigned to the forest group.
The description of the procedure for assigning forests to forest groups has been supplemented by a new amendment to the plans for the assignment of forests to forest groups. The State Forest Service, at the request of the state forest manager, after assessing whether the existing assignment of forests to forest groups complies with the norms for assigning forests to forest groups, or if it finds that the existing assignment of forests to forest groups in state forests does not meet the established norms, will submit proposals for changes to the plans to the Ministry of Environment.
Within 10 working days of receipt of the proposal, the Minister of the Environment will make a decision on the organization of the amendment of the plans and instruct the State Forest Service to prepare draft plans in accordance with the procedure established in the Description of the Procedure for assigning forests to forest groups.
The current inventory stipulates that forest grouping plans are amended when the forest management scheme is changed or the boundaries of protected areas are approved or changed, or the solutions of these spatial planning documents change the regime for the protection and management of forests.
Forest management schemes have been in force for 10 years so far, they were drawn up every 10 years according to the schedule approved by the Minister of Environment for the county area, the preparation process took about 30 months. As a result, the assignment of newly inventoried forests to forest groups or the change of group could take at least 10 years. In the chain of processes for assigning forests to forest groups, the preparation of the Forest Management Scheme takes the longest time.
This legal regulation will remain in force until the adoption of the amendments to the Forest Act, which are currently being prepared.
