Specifically, the Prime Minister promulgates a List of types, scale criteria and standards of establishments implementing socialization in the field of education and training that enjoy policies to encourage the development of socialization according to the provisions of Decree No. 69/2008/ND-CP dated May 30, 2008 of the Government on policies to encourage socialization in activities in the fields of education, vocational training, health, culture, sports, environment and Decree No. 59/2014/ND-CP dated June 16, 2014 amending and supplementing a number of articles of Decree No. 69/2008/ND-CP dated May 30, 2008 on policies to encourage socialization for activities in the fields of education, vocational training, health, culture, sports, and environment. Subjects of application are: preschool and general education establishments (including public and non-public educational establishments and foreign-invested educational establishments established and operating according to the provisions of law); vocational education and continuing education establishments; higher education institutions; establishments providing services for education and training. To enjoy policies to encourage socialized development, establishments must meet groups of criteria classified by location (urban/industrial park, rural/mountainous/island/difficult commune...) including: minimum scale; Maximum number of children and students per class; Minimum average land area; Minimum land area for use; standards for facilities, staff, teachers, specific regulations on service and safety; Conditions for incentives...Detailed list of types, scale criteria and standards of establishments carrying out socialization in the field of education and training. Ministries, branches, provincial Peoples Committees and agencies and organizations that are direct management agencies of educational establishments, based on the criteria and standards in this Decision, develop an implementation plan, suitable to the actual situation of the locality. This Decision takes effect from the date of signing. (July 10, 2026). From the effective date of this Decision, the detailed list of types, scale criteria and standards of establishments implementing socialization in the field of education - training and vocational training is specified in Decisions: No. 1466/QD-TTg dated October 10, 2008; No. 693/QD-TTg dated May 6, 2013; No. 1470/QD-TTg dated July 22, 2016 of the Prime Minister expires.
