The Minister of Science and Technology issued Circular 28/2026/TT-BKHCN regulating the List of telecommunications services with mandatory quality management. The Circular stipulates the list of telecommunications services with mandatory quality management including: 1. Fixed terrestrial broadband Internet access services include: - Fixed terrestrial broadband Internet access services using FTTH/xPON technology. - Fixed terrestrial broadband Internet access services using cable TV Modem technology. The above services apply National Technical Regulations QCVN 34:2022/BTTTT.2. Telephone service on terrestrial mobile telecommunications network (applying National Technical Regulation QCVN 36:2022/BTTTT).3. Internet access service on 4G terrestrial mobile telecommunications network (applying National Technical Regulation QCVN 81:2019/BTTTT).4. Internet access service on 5G terrestrial mobile telecommunications network (applying National Technical Regulation QCVN 126:2021/BTTTT, amended 1:2024 QCVN 126:2021/BTTTT (regulations on average service access delay time target in section 2.1.3 are not applied; telecommunications enterprises are responsible for self-declaring the committed quality level for this target according to regulations of the law and is responsible for ensuring quality according to the announced level)).In case legal documents or national technical regulations cited in this Circular are amended, supplemented or replaced, the provisions of such amended, supplemented or replaced documents shall comply. This Circular takes effect from July 15, 2026.
