Previously, on April 29, 2026, the Ministry of Science and Technology issued Official Dispatch No. 2766/BKHCN-TTCNTT guides the application of digital technology and AI to support the review of legal document systems. According to the Ministry of Science and Technology, AI is identified as a tool to support officials in the review process, with functions such as analysis, synthesis, warnings and suggestions. AI does not replace the review and conclusion of competent authorities. This is an important principle in the process of bringing AI into public service support. Results generated by AI must be able to be retrieved, verified and compared with relevant legal bases. Before use, this result must be checked, evaluated and confirmed by responsible officials. AI users are still responsible for the final decision. Do not post confidential documents on public AI platforms. The Ministry of Science and Technology also notes to agencies and units about safety and security requirements when applying AI. Accordingly, documents belonging to the list of state secrets are not allowed on public AI platforms; At the same time, must comply with regulations on protecting state secrets, cybersecurity and the National Artificial Intelligence Ethics Framework as prescribed. This requirement is especially important when AI is used in public service activities, because the legal review process may involve many types of records, documents and internal information. The use of AI tools must be accompanied by control of input data, processing environment and the ability to ensure information security. Regarding the scope of operations, AI can be used to support the review of valid legal documents, partially expired documents, documents temporarily suspended, draft legal documents as well as related documents, records and reports.
