The construction progress has not met the requirements. This agency said: On July 23, 2026, the Department Vietnam Roadway inspected the site and assessed the project implementation situation. After about 14 months of construction, the new implementation value reached about 1,879 billion VND out of the total contract value of 4,150 billion VND, equivalent to more than 45%. The disbursement progress of the project has not met the requirements. Of the total of about 2,773 billion VND in capital allocated for the project in 2026, only about 567 billion VND has been disbursed so far, reaching more than 20%. According to the Vietnam Road Administration, this rate is lower than the national average. In addition to the pressure on progress and disbursement, the Vietnam Road Administration also warns of the risk of shortage of construction materials when many key infrastructure projects in the region are being implemented at the same time. Particularly for the Ninh Binh - Hai Phong expressway project passing through Ninh Binh province, the need for crushed stone aggregate is about 66,000 m3 and stone for asphalt concrete production is about approx. 125,000 m3. These are essential materials for ground, foundation and road surface construction. If the supply is not guaranteed in a timely manner, the progress of key items is at risk of being affected. Proactively seek material supplies in neighboring provinces To avoid material shortages, the Vietnam Road Administration requests the investor to coordinate with the Department of Construction of Ninh Binh province, consulting units and contractors to continue to review and supplement supply sources for construction. In case the material source in the area does not meet the demand, the Department of Construction of Ninh Binh province needs to proactively coordinate with neighboring localities to guide surveys, evaluate and supplement supply. Notably, according to the decision of the Peoples Committee of Ninh Binh province, the project will be implemented in the period 2024-2026. With the completion time remaining, the need to speed up construction and disbursement in the final months of the project is becoming urgent. To ensure progress, the Vietnam Road Administration requires the investor to direct construction units to take advantage of favorable weather conditions, increase the number of construction jobs, increase shifts, increase crew and operate aggressively to speed up the implementation volume. The investor must also develop detailed plans for each item, choose appropriate construction methods to promote the projects. items capable of creating high volume value; proactively gather materials at the site and organize the production of semi-finished components. Field inspection and supervision are also required to be strengthened to promptly urge contractors, both ensuring progress and controlling project quality. In addition to speeding up construction, the Vietnam Roads Department requires investors to review the process of handling internal payment documents, develop specific regulations on order, procedures and processing time to shorten the time to resolve the work, thereby speeding up disbursement progress. This request is made in the context of exchange rates. The projects capital disbursement rate in 2026 only reached 20.5%, lower than the general average. According to the Vietnam Roads Department, if not improved soon, disbursement progress may become a bottleneck, affecting the projects cash flow and contractors operations. The investor and related units research and improve the process of loading and treating soft ground based on geological conditions, field conditions and monitoring results, but must fully ensure technical, safety and quality requirements. Notably, along with the request to speed up progress, the Vietnam Roads Department emphasized Strong principle of not exchanging quality for progress. The investor must continue to direct supervision consultants and contractors to strictly implement quality management, and fully overcome the shortcomings pointed out by the State Inspection Council on construction acceptance during inspections. At the same time, the work of ensuring traffic safety, labor safety and environmental sanitation on the entire route must also be rectified. Construction units are required to fully deploy measures to reduce dust, limit soil and rocks falling on the road surface, regularly water and prevent dust, patch potholes and handle muddy roads on the local road system caused by large trucks, to minimize the impact on peoples lives. The Ninh Binh - Hai Phong expressway project passing through Ninh Binh started construction on April 19, 2025, with a total investment of 6,865 billion VND, length of 25.3km, design speed of 120km/h using capital from the central and provincial budgets. Construction time is expected to take 20 months to complete. This is an important traffic route, contributing to strengthening inter-regional connections, creating dynamism.socio-economic development force for Ninh Binh province in particular and the Red River Delta region in general.
