📋 Tender Overview
In order to ensure the implementation of the Rail Baltica project in accordance with the states interests and of high quality, as well as for the investments in this project to be transparent and traceable, the Minister of Transport Rihards Kozlovskis proposes to change the management structure of the Rail Baltica project promoter, the company Europas Dzelzcela lijnas, attracting to the board people who have proven themselves professionally in projects of national importance related to the development of infrastructure. Rihards Kozlovskis: The Rail Baltica project is one of the most complex and the largest in the history of Latvia, therefore it is necessary to ensure the representation of professionals on the board of the capital company in the key areas of competence for the implementation of the project - in strategic management, corporate management, financial management, legal provision and management of infrastructure projects. The way it has been until now must not continue - since 2014, the company Eiropas Dzelcela linas has changed 11 times, which is absolutely unacceptable and does not promote a sense of stability or confidence in the quality progress of the project. With the new management structure, the company will be given a stable, goal-oriented management. Such a model will provide a competence-based management structure, in which a separate area of responsibility is determined for each function that is critical to the implementation of the Rail Baltica project, thus reducing the risks of project management, financial management and contract execution, as well as ensuring continuous decision-making ability during project implementation. The amendments to the law provide for the possibility of electing a person to the board of the company who already fulfills the duties of a board member in another public company and has been elected to a position as a result of a public tender as specified in the regulatory acts. in order. Such a solution will make it possible to use the competence of already selected and tested professionals in the management of state capital companies, while providing the opportunity to promptly strengthen the management capacity of the company for the needs of the implementation of the Rail Baltica project. Board members would be elected for a fixed period of 2 years. Funding for the implementation of the new management model of the European Railways company will be sought from internal resources. Since the establishment of the capital company Europa Railway Line in 2014, there have been regular changes in the board of the company, which are related to the implementation stages of the Rail Baltica project, organizational changes and the replacement of board members. From 2014 to 2026, several board chairmen and board members, a total of 11, have served on the board of the company. During this period, the number of board members has also changed several times, adapting the management model to the scope of the companys activities and current management needs. In 2026, a decision was made to switch to a single board member management model in order to ensure more efficient decision-making and continuous operation of the capital company. Last week, the minister was informed that Martins Kngis, the current chairman of the board of the European Railways, has also decided to leave his post. The limited liability company European Railways is a state capital company whose task is to implement the Rail Baltica project in Latvia, including the construction of public railway infrastructure, expropriation of real estate, creation of an infrastructure management model, as well as the implementation of projects financed by the European Union and other international financial instruments.
