📋 Tender Overview

The Ministry of Agriculture and Environment recommends that localities strengthen inspection and assessment of the safety of dams and irrigation reservoirs against the risk of extreme rain and floods. Download Localities need to organize inspection and assessment of the current status of works and the capacity of management and exploitation units - Illustration According to the National Center for Hydrometeorology, the El Nino phenomenon is affecting Vietnam and is expected to continue to gradually strengthen in the next three months, maintaining high intensity from October to December 2026. Although El Nino often causes a shortage of rainfall, the risk of heavy rains and extreme floods in a short period of time still exists. High-intensity rains can cause a sudden increase in water flow to reservoirs, causing water levels to rise rapidly, especially in small and medium-sized lakes. Many lakes can change from water shortage to flood regulation in a short time, putting great pressure on operation and ensuring project safety. Faced with complicated weather developments, the Ministry of Agriculture and Environment has sent a document to the Peoples Committees of provinces and cities with dams and irrigation reservoirs, requesting to strengthen measures to ensure safety of dams and downstream areas. The Ministry requests localities to direct the strict implementation of regulations on safety management of dams and reservoirs; Organize inspection and assessment of the current status of the project and the capacity of the management and exploitation units. At the same time, decentralize management according to regulations, review and strengthen the capacity of organizations exploiting irrigation works that do not meet the requirements. For reservoirs that are at risk of unsafety, are damaged or are in the process of construction, management units and investors must regularly inspect, evaluate and deploy solutions to ensure safety for the works and downstream areas; Limit water storage for reservoirs that do not meet safety conditions. Reservoirs with regulating valves need to be reviewed and their operating procedures adjusted; Comprehensively check the power supply system, valve opening and closing devices, monitoring system and related equipment to ensure they are always ready to operate. The Ministry also requires organizing test operations of valve gates, maintaining stable operation of specialized hydro-meteorological monitoring systems and building flexible operating scenarios according to each heavy rain situation, regularly updating forecasts to adjust appropriate plans. In addition, localities must organize serious duty hours, strengthen construction inspections, prepare response plans and handle incidents according to the motto 4 on the spot; promptly notify the authorities and people in the downstream areas when unusual situations occur. The Ministry of Agriculture and Environment also requires fully updating specialized hydro-meteorological monitoring data such as water level, lake capacity, and discharge flow to the irrigation management information system to serve monitoring and directing operations. Peoples Committees of provinces and cities must report implementation results to the Ministry (through the Department of Irrigation Construction and Management) before July 25, 2026 for synthesis and monitoring.Do HuongSee moreManagement of lakes and dams facing new challenges: Requires a standardized database and smart operating systemSee moreGreat challenge from climate change: Need to innovate lake and dam safety processesSee moreProactive response and protection scenarios ensure dam safety and peoples lives
