📄 Tender ID: 524483882 📅 Published: 30 Oct 2025

📋 Tender Overview

Representatives of the courts of San Martin, Loreto, Cajamarca and Amazonas, as well as native authorities, were present. The Judiciary, chaired by Janet Tello Gilardi, and the Awajun population held a meeting in the Amazon region in order to consolidate intercultural, inclusive and accessible justice.

It was through the Plenary of Socialization and/or Validation of the Interjurisdictional Coordination Protocol Project between the Awajun Autonomous Territorial Government (GTAA) and the Judiciary.

The initiative is executed within the framework of the Institutional Work Plan of the head of the Judiciary, in which one of its strategic axes is aimed at strengthening intercultural justice, access to justice and proximity to indigenous populations.

This is in order to achieve an inclusive, participatory justice model with a human rights focus, which is why the aforementioned plenary session is directly related to the aforementioned institutional action policies.

Thus, through the National Office of Peace Justice and Indigenous Justice (Onajup), the development of the Coordination Protocol between GTAA and the Judiciary has been promoted, to establish mechanisms of dialogue, cooperation and respect between both jurisdictions, within the framework of interculturality and indigenous autonomy.

LEGITIMATION AND IMPLEMENTATION

The general objective of the plenary session held in Chiriaco, Amazonas region, was to socialize, discuss and validate, with the relevant actors, the text of the aforementioned protocol, with a view to its strengthening, legitimation and subsequent implementation.

In this way, it seeks to ensure that said instrument reflects the voices of the Awajun people, respects its internal organization, principles of self-determination and cultural autonomy, and incorporates clear and viable mechanisms of cooperation between judicial authorities and representatives of the GTAA.

The contest consisted of exhibitions, work tables, participatory activities and validation sessions, with the participation of representatives of the GTAA - through the 18 sectors of the Tajimat Nugka or communities -, local authorities, Onajup specialists, among others.

At the opening of the plenary session, representatives of the courts of San Martin, Loreto, Cajamarca and Amazonas, Awajun and Onajup authorities spoke, who reaffirmed their commitment to supporting justice with an intercultural approach.

INTERCULTURAL APPROACH

The head of Onajup, Alejandrina Lucy Luglio, highlighted the importance for the judicial system of the effective incorporation of the intercultural approach, addressing the linguistic, cultural and normative diversity of indigenous peoples, to guarantee that everyone can access justice.

Before it was an idea, today we are taking a great step that history demands and the population needs, that the State, this time through the Judiciary, and the town authorities seek a meeting point, said Lucy Luglio.

It should be noted that the Organic Law of the Judiciary establishes that this State power must promote institutional policies that favor access to justice, efficiency, transparency, governability and legitimacy of the judicial system, as part of its essential purposes.

In this way, the Judiciary promotes intercultural, inclusive and accessible justice, especially for indigenous peoples and communities that have historically faced barriers to access to jurisdictional service.

As recalled, one of the challenges of the judicial system is the effective incorporation of the intercultural approach, addressing the linguistic, cultural and normative diversity of indigenous peoples, to guarantee access to justice with cultural relevance, without discrimination and with full respect for their rights.

Furthermore, access to justice is not limited to a formal right, but requires real conditions of understanding, participation and cultural relevance, in accordance with the principles of equality, dignity and effective jurisdictional protection.

Also that intercultural justice constitutes a strategic axis to eliminate linguistic, cultural, geographical and social barriers, guaranteeing that people can be judged according to their cultural values and practices without deviating from the rule of law and international standards.
