The Minister of Science and Technology issued Circular 08/2026/TT-BKHCN guiding the authentication of terrestrial mobile subscriber information. Implementation principles The circular stipulates that telecommunications enterprises carry out authentication of subscription information on the basis of evaluating and classifying mobile subscription numbers based on the documents that organizations and individuals use to register mobile subscription information and according to relevant laws. Businesses, organizations and individuals related to revenue Receiving and processing personal data when performing subscriber information authentication activities are obliged to establish and properly and fully implement processes and monitoring mechanisms when processing and authenticating subscriber information in compliance with the law on personal data protection and the law on electronic identification and authentication. Telecommunication enterprises are only allowed to provide telecommunications services to mobile subscribers who register new subscriber information from the effective date of the Circular after the subscriber number moves. The customer has completed registering subscription information and authenticating subscription information in accordance with regulations; is responsible for temporarily suspending the provision of outgoing services (making phone calls, sending SMS messages to other mobile subscriber numbers) for mobile subscriber numbers whose device changes do not authenticate information or authenticate incomplete or inaccurate information. Method of authenticating subscriber information According to the Circular, the authentication of subscriber information for mobile subscriber numbers (including authentication of 4 information fields: personal identification number; full name, middle name and date; date, month and year of birth; facial photo biometric information) can only be done through one of the following forms: a) Online through the national identification application (VNelD application); b) Online through the application owned by the enterprise providing terrestrial mobile telecommunications services as prescribed in Clause 3, Article 16 of Decree No. 163/2024/ND-CP; c) Directly at the point owned by the enterprise providing mobile telecommunications services. directly owned and established according to the provisions of Clause 1, Article 16 of Decree No. 163/2024/ND-CP; d) Directly at the point with a specified address established by another enterprise, with an authorized contract signed by an enterprise providing terrestrial mobile telecommunications services to register subscriber information according to the provisions of Clause 2, Article 16 of Decree No. 163/2024/ND-CP. Telecommunications enterprises have the obligation to fully and accurately retain information and documents proving that they have implemented solutions to authenticate subscriber information in accordance with regulations throughout the period of operation of the mobile subscription number, unless otherwise prescribed by law.
