📄 Tender ID: 525238187 📅 Published: 19 Nov 2025

📋 Tender Overview

Sector presents technical and regulatory measures to protect users and strengthen the competitiveness of Jorge Chavez AirportThe Minister of Transportation and Communications, Aldo Prieto, today informed the Transportation and Communications Commission of Congress of the multisectoral actions that are being developed regarding the Unified Airport Use Rate (TUUA) for transfers applicable at the Jorge Chavez International Airport.

Prieto stressed that the transfer TUUA is a tariff mechanism regulated by contract and set independently by OSITRAN, under methodologies defined in the current regulatory framework. This principle guarantees regulatory predictability and contractual stability, essential for the development of the countrys airport infrastructure, he stated.

He reported that, to date, the collection of the TUUA transfer fee--both national and international--is suspended. As the Executive Branch, we are looking for a definitive, consensual and technically supported solution that respects the contract, current regulations and the legal stability on which the investment in the new Jorge Chavez terminal and the entire airport system is based, he said.

The minister indicated that, since October 23, 2025, the MTC has held more than ten meetings with the different actors involved to build consensus on the treatment of this rate.

Prieto explained that the MTC compiles the technical and economic support necessary for an eventual contractual modification. Likewise, the sector evaluates adjustments to the Civil Aeronautics Regulations, if necessary, to order the treatment of the transfer TUUA.

The MTC reaffirms its commitment to transparent, technical and multi-sector management, aimed at strengthening air connectivity, protecting passengers and ensuring the competitiveness of the Jorge Chavez, he said.

He also recalled that, thanks to the coordinated work between the MTC, OSITRAN, the Ministry of Economy and Finance, the Ministry of Foreign Trade and Tourism, Lima Airport Partners and the airline unions, the collection of the international TUUA was postponed until December 7, 2025.

Finally, the minister collected the requests of the congressmen to continue supervising the projects and visit regions, coordinate with local authorities and unblock projects, with the aim of promoting aerial development and promoting territorial equity for the benefit of citizens.
