Minister of Energy and Mineral Resources (ESDM) Bahlil Lahadalia participated in the Open Session of the Doctoral Promotion of the School of Strategic and Global Studies, University of Indonesia (SKSG UI) with a dissertation entitled Policy, Institutional, and Governance of Nickel Downstreaming that is Fair and Sustainable in Indonesia.
The results of the research conducted by Bahlil in his doctoral study show four main problems from the impact of downstream that require policy adjustments, namely the unfairness of regional transfer funds, the minimal involvement of regional entrepreneurs, the limited participation of Indonesian companies in the high-value-added downstream sector, and the absence of a post-mining diversification plan.
In his research, Bahlil recommended four main policies in anticipating these problems, namely the reformulation of profit-sharing fund allocation related to downstream activities, strengthening partnership policies with regional entrepreneurs, providing long-term funding for national companies in the downstream sector, and the obligation for investors to carry out long-term diversification.
In addition, Bahlil also emphasized the importance of establishing a Task Force that can orchestrate the implementation of downstream policies to be more effective. Bahlil argued that the institution needs to receive a mandate from the President, so that it is authorized to coordinate with all parties, both the Government and business actors, as well as mobilize resources to make downstream a success.
Before arriving at the stage of the Doctoral Promotion Open Session, based on an official statement submitted by the University of Indonesia, Bahlil Lahadalia as a research student of the SKSG UI Global Strategic Studies Doctoral Study Program has undergone a series of exam stages, namely: Seminar I which was held on June 15, 2023, Seminar 2 on October 26, 2023, Seminar 3 on December 22, 2023, and the Research Proposal Exam on January 27, 2024. Furthermore, Bahlil Lahadalia took the Research Results Exam on June 19, 2024, the Research Results Seminar Exam I on July 10, 2024, and the Research Results Exam 2 on September 27, 2024.
Each stage that has been carried out by Bahlil Lahadalia as a research student in the Doctoral Study Program in Strategic and Global Studies SKSG UI is tested by lecturers who have expertise in accordance with their research field. In addition, to ensure the quality and transparency of the examiner lecturers not only from within the SKSG but also across faculties at the University of Indonesia, and also involve examiners from outside the University of Indonesia.
This open session was chaired by the Chairman of the Session Prof. Dr. I Ketut Surajaya, S.S., M.A. and attended by the Promoter Prof. Dr. Chandra Wijaya, M.Si., M.M, as well as co-promoters Dr. Teguh Dartanto, S.E., M.E and Athor Subroto, Ph.D. In the open session of the doctoral promotion, Bahlil was tested by Dr. Margaretha Hanita, S.H., M.Si., Prof. Dr. A. Hanief Saha Ghafur, Prof. Didik Junaidi Rachbini, M.Sc., Ph.D., Prof. Dr. Arif Satria, S.P., M.Si., and Prof. Dr. Kosuke Mizuno.
