Focusing resources on strategic technology According to the Ministry of Science and Technology, one of the outstanding results is that the institutional system, mechanisms and policies continue to be improved, creating a legal corridor for implementing the Resolution. In particular, in the field of strategic technology, Vietnam for the first time Establishing a list of 10 strategic technology groups and 30 strategic technology product groups, and implementing strategic technology development tasks in a new way. Notably, the approach has shifted from developing technology in each field to focusing resources to solve major national, industry and local problems. This approach is expected to create a shift from investing in research to investing in creating strategic technology products, gradually mastering core technology and improving national technology autonomy. The Ministry of Science and Technology is also innovating the way of organizing science, technology and innovation programs in a streamlined direction, connecting from basic research to commercialization; Taking businesses as the center, development problems as orientation and products, practical efficiency as a measure of investment results. Along with that, the national innovation ecosystem continues to develop; The science and technology market is gradually formed. Science and technology enterprises, creative startups and innovation support organizations continue to be strengthened. Digital infrastructure, digital data and national digital platforms are invested and perfected, creating a foundation for the Digital Government, digital economy, digital society and promoting new digital technologies such as artificial intelligence and big data. The bottleneck lies in the implementation stage. Besides the results achieved, the process of implementing Resolution 57 still has difficulties, challenges. According to the Office of the Ministry of Science and Technology, the current bottleneck no longer lies mainly in the lack of guidelines, mechanisms and policies, but in the stage of organizing and implementing and transforming policies into products and specific results. Mobilizing social resources, especially resources from businesses for research, development and innovation, is still limited. The link between research institutes, universities and businesses is not tight, while many research results have not been commercialized. Regarding strategic technology, because this is a completely new implementation method, a number of financial, ordering, sponsoring, contracting and program management mechanisms are continuing to be improved. Some ministries and agencies still have difficulties in identifying output products, core technologies, investment efficiency and commercialization plans. The capacity to test, verify and certify a number of strategic technologies also needs to continue to be improved. From now until the end of 2026, the Ministry of Science and Technology determines that the focus will be to shift strongly to the stage of creating specific products, technologies and results to serve socio-economic development. First of all, the Ministry completes the National Science, Technology and Innovation Program, especially on strategic technology; Complete the funding, ordering, contracting and program management mechanisms. The implementation of strategic technology development tasks will also be accelerated, aiming to soon form the first strategic technology products with Vietnamese brands. The Ministry will also continue to innovate and restructure the system of science, technology and innovation programs in a streamlined, interconnected direction, focusing resources on strategic technology, key national products and major land problems. Co-investment and co-financing mechanisms will be promoted, along with increasing business participation in the entire process from research to commercialization. Along with that, the Ministry prioritizes the development of research infrastructure, national key laboratory system, digital infrastructure, digital data and science and technology market.
