📋 Tender Overview

Xinhua News Agency, Beijing, May 15th. A reporter learned from the National Health Insurance Administration on the 15th that the International Labor Organization recently released a report Chinas Experience in Moving toward Universal Health Insurance, pointing out that China has made remarkable achievements in expanding the coverage of national health in recent years. A systematic summary of these experiences will help provide experience reference for more countries in the world that are exploring universal health coverage and help the development of global health insurance. The report stated that China is committed to establishing and improving a multi-level medical insurance system. By introducing a series of laws and regulations, Chinas basic medical insurance coverage has been transformed from urban workers to rural residents and then to urban residents, with the coverage from small to large and the level of security from low to high. China has established a basic medical insurance system with three levels of burden reduction in basic medical insurance, serious illness insurance and medical assistance. In order to meet the diverse health needs of the people, in addition to the basic medical insurance system, commercial health insurance, charitable assistance, medical mutual assistance, etc. have also established, which together with basic medical insurance constitute a multi-level medical insurance system. The report pointed out that in 2023, Chinas average life expectancy increased to 78.6 years, the national maternal mortality rate dropped to 151/100,000, and the infant mortality rate dropped to 4.5%0. All major health indicators have generally ranked among the forefront of middle- and high-income countries, achieving a rare health leap in human history. Looking back, China has quickly achieved universal medical insurance coverage of 1.3 billion people, mainly due to the Chinese governments political willingness to improve citizens welfare, growing economic strength and strong financial support, extensive public support, learning international experience according to local conditions and the rapid development of medical insurance informatization. The report also reminds that developing Chinas medical insurance still faces challenges such as incomplete coverage of insurance participation, the quality of insurance participation needs to be improved, rapid growth of medical expenses, and increased pressure on medical insurance fund expenditure. In the future, it is necessary to accurately identify uninsured persons, improve the quality of insurance participation, promote the establishment of a fair and unified treatment guarantee mechanism, and improve a stable and sustainable financing mechanism.
