On January 13 the President of the Republic of Azerbaijan Ilham Aliyev visited the Demirli Ore Processing Complex in the village of Canyataq Agdere district. The Minister of Economy Mikayil Jabbarov and the President and CEO of Azerbaijan International Mining Company Limited Rza Vaziri provided the head of state with information about the complex. It was reported that the complex includes a copper flotation plant a wet waste storage facility an electrical substation and other buildings. The complex with a total area of 929 hectares for mining and production has been reconstructed based on Turkish and German technology. A private investment of 15.3 million manats has been made for reconstruction and restoration work. The Demirli project is the first project to start in the mining industry in the territories of Azerbaijan liberated from occupation. The copper flotation plant will process ore extracted from the Demirli mine and the final product will be copper concentrate. The annual production capacity of the copper flotation plant is 5.6 million tons of ore processing. The Demirli copper deposit which has been under Armenian occupation since 1993 has been subjected to illegal exploitation for about 10 years since May 13 2013. Of the 311000 tons of recoverable copper reserves known at that time 218000 tons or 70 percent were extracted illegally. Currently the initial exploitation period of the remaining reserves covers the years 2025-2030. During this period the export of 85000 tons of copper metal in the form of concentrate worth 1.6 billion manats to the Peoples Republic of China is planned. However an increase in the copper reserves of the mine is expected in the coming years. According to preliminary geological survey data there are about 470000 tons of additional copper reserves here. The volume of these reserves that can be extracted will be clarified as a result of a 4-year geological survey and research program. In the initial phase of the complex 980 people have been provided with permanent jobs. Among them 260 are former internally displaced persons including citizens returning to the territories liberated from occupation. In the coming years it is planned to increase the number of permanent jobs for citizens mostly representing local communities to 1250. Mining operations are carried out by the operational company Azerbaijan International Mining Company Limited under an agreement signed in 2024 between AzerGold CJSC and the US-based R.V. Investment Group Services regarding the exploration development and distribution of production from several ore deposits in Azerbaijan. According to the Law approved by President Ilham Aliyev in 2024 the authority to represent the state in the agreement on the distribution of production has been entrusted to AzerGold CJSC. Within the framework of the project comprehensive measures for environmental protection have been implemented. An assessment of the initial situation and ecological monitoring have been conducted and based on the results an Environmental and Social Impact Assessment document has been prepared. During the project relevant monitoring laboratory analyses greening works and water recycling systems are applied to reduce dust and noise emissions and to protect land and water resources. Additionally after the cessation of activities the technical and biological reclamation of the areas will be ensured. The implementation of this project is of great importance for ensuring the sustainable development of the non-oil sector in Azerbaijan increasing the countrys export capacity and ensuring the efficient and legal use of natural resources in the territories liberated from occupation. At the same time attracting private investments significantly contributes to the modernization and diversification of the industry and mining sector in the region increasing economic activity and creating new jobs. The Azerbaijani government has made very important decisions to support entrepreneurship in the liberated territories. Sustainable settlement stimulation of private initiatives attracting investments and creating a favorable business environment in those areas have been identified as one of the main strategic goals. It should be noted that legal and natural persons operating in our liberated lands are exempt from profit income property land and simplified taxes as well as from VAT and customs duties for 10 years starting from January 1 2023 on the import of machinery technological equipment and devices raw materials and materials imported by residents in the economic activity sectors in these areas.
