The Minister of Science and Technology issued Circular 52/2026/TT-BKHCN stipulating the list and period of time for changing work positions in agencies, organizations, and units in the field of science and technology in local governments. Download 11 groups of positions in the field of science and technology in local governments that must be periodically converted. This Circular applies to civil servants who do not hold leadership or management positions and officials in agencies, organizations and units that directly contact and resolve work in the field of state management of science and technology in local governments. List of positions that periodically must be converted According to the Circular, the list of positions in agencies, organizations, Units in the field of science and technology in local governments that periodically transform include: 1- Allocating and appraising science, technology and innovation tasks. Receiving and processing documents to identify, order, select, directly assign and evaluate science, technology and innovation tasks; Appraisal of funding for implementing science, technology and innovation tasks; allocate funds and sign contracts to implement science, technology and innovation tasks.2- Evaluate, appraise, inspect and transfer technology. Appraise and give opinions on investment project technology according to the provisions of law on technology transfer; Approve and license transfer of technology transfer restrictions; issue, amend, supplement and re-issue certificates of registration of technology transfer, registration of technology assessment and appraisal activities. 3- Management of science and technology organizations, innovation Allows the establishment and approval of charters of organization and operations of science and technology organizations with foreign capital; establishing affiliated units abroad of science and technology organizations; issue, change, supplement, and re-issue science and technology organization registration certificates; grant, change, supplement, and re-issue certificates of registration of representative offices and branches of science and technology organizations; Issue certificates of recognition of research and development centers. Issue and re-issue certificates of recognition of Innovation Centers, Provincial Innovation Centers, Creative Start-up Support Centers, Provincial Creative Start-up Support Centers; Granting and re-issuing certificates of recognition for individuals, groups of individuals, creative start-up businesses, creative start-up support experts, and individual creative start-up investors; Issue, change content, re-issue science and technology enterprise certificates. 4- High technology and strategic technology fields Issuing and revoking certificates to organizations, businesses and individuals operating in high technology and strategic technology fields according to the provisions of law. 5- Atomic energy, radiation and nuclear safety fields Issuing, amending, supplementing, extending, re-issuing and revoking licenses to conduct radiation work; Issue radiation worker certificates to the person in charge of radiation safety at the facility conducting radiation work. 6- Intellectual property field Issuing, re-issuing, and revoking industrial property representative service practice certificates; issue copies of protection titles and re-issue protection titles/duplicates of protection titles; Issue copies and re-issue certificates of contract registration for transfer of rights to use industrial property objects; Decision on compulsory transfer of patent use rights; Termination of the right to use an invention according to a mandatory decision; recognition of industrial property law training facilities. 7- Field of standards, technical regulations, measurement, qualityCertification of measurement standards; Adjust the content of the decision on certification of measurement standards; certification and issuance of metrology inspector cards; Adjust the content, annul the validity of the decision to certify and issue the metrology inspector card; Issue, amend, supplement, re-issue and revoke: Certificate of registration of product and goods quality testing activities; Certificate of registration of inspection activities for subjects operating in the field of standards and activities in the field of technical regulations; certificate of registration of product certification activities, management system certification; Operation registration certificate confirms use value, checks and confirms.8- Postal field: Issuing, amending, supplementing, reissuing and revoking postal licenses.9- Digital technology, digital transformation, artificial intelligence, electronic transactions Appraisal of basic design and detailed design of investment projects applying information technology using state budget decided by Chairman of Peoples Committees at all levels for investment in the province and city City. Appraise the basic design of investment projects applying information technology group A in the locality; Appraisal of detailed design of group A information technology application investment projects in the locality in the form of economic-technical reports; Appraisal of technical and technological plans and solutions for outlines and detailed estimates of information technology application tasks using regular state budget funds at local agencies and units. 10- Telecommunication field Issuing, amending, supplementing, renewing, reissuing, collectingRevocation of telecommunications service business license, forced termination of telecommunications service provision activities; issue a certificate of registration to provide telecommunications services; Allocation and return of H2H mobile subscriptions by auction method. 11- Radio frequency field: Granting, re-issuing, amending, supplementing, extending, revoking licenses to use radio frequencies and equipment, handling requests to stop using radio frequencies.
