PRESS RELEASE
Representatives of public institutions and specialists analyzed today, at the first working meeting of the Bala 2 Interministerial Committee, the situation caused by the sharp drop in the level of the Danube and how technical solutions needed to ensure the flow of water for cooling the nuclear reactors at the Cernavoda Nuclear Power Plant can be promoted.
The decision regarding the establishment of the Interministerial Committee to identify the optimal solutions in order to ensure water supply for cooling the current and future nuclear reactors of the Cernavoda Power Plant, was signed today by Prime Minister Ilie Bolojan.
The committee will work at an accelerated pace so that, by the end of August, the specialists will once again analyze the feasibility study of the Bala 2 project, which envisages the development of waterways on the Danube, in the Bala point area. The implementation of the project will result, implicitly, in increasing the flow on the Old Danube towards Cernavoda and ensuring the level necessary for the operation of units 1 and 2 from Cernavoda, as well as units 3 and 4 when they will operate.
At the level of this working group, analyzes will be made to show whether the data on which the development of the Bala 2 project was based are up-to-date, whether the results of the implementation are the ones originally estimated or whether there is a need to adapt and complete the technical solutions.
In this sense, the head of the Prime Ministers Chancellery, Mihai Jurca, the Committees president, requested that by Monday, August 17, the institutions send the Committee the technical data necessary for specialists to analyze the project considering the current situation, the pessimistic flow projection, in the context of the accentuation of the effects of climate change, the changes that appeared in the river bed and other technical elements resulting from the measurements in the territory. Also, the analysis will take into account the correlation of the project with other investment projects that aim to increase the flow of the Danube in the area of the Cernavoda Nuclear Power Plant.
Prime Minister Ilie Bolojan thanked the specialists for the mobilization around the unblocking of this strategic project and emphasized that the investment will be started as soon as possible and will be financed from the state budget. In the conditions where the experts confirm that the proposed solutions will give the results estimated by this feasibility study, we are updating the technical-economic indicators and starting the project as quickly as possible through the Administration of the Lower Danube Galati and the Ministry of Transport, stated Prime Minister Ilie Bolojan.
The technical-economic indicators of the Bala 2 project were approved by the Government in 2024, the project has an Environmental Approval, but did not advance during this period.
Considering the situation caused by the sharp drop in the level of the Danube, the specialists have assessed that, in the short term, it is absolutely necessary to continue the dredging works started on the Old Danube towards Cernavoda. In order to support these works, the head of the Prime Ministers Chancellery requested the inventory of all the equipment owned by the state institutions that can carry out dredging works on the Danube.
The collaboration of the representatives of the institutions with the specialists at the level of the Interministerial Committee will continue. The next meeting will take place on Wednesday, August 19, by which time each institution will provide the new data related to the hydrological level, bathymetry, updated hydromorphological data so that the Committees experts have the necessary data for an overview.
The committee is coordinated by Mihai Jurca, head of the Prime Ministers Chancellery and brings together representatives of the Ministries of Energy, Transport, Environment, the Romanian National Water Administration, the Lower Danube River Administration, CNE Cernavoda, the National Institute of Hydrology and Water Management, the Technical University of Constructions Bucharest. Other specialists in the field may be invited to the committees work.
