πŸ“‹ Tender Overview

The Government monitors the public works carried out in the country to guarantee compliance with deadlines, the quality of the work and the correct use of State resources.
It has been the objective of the multi-sector meeting held by the Vice President of the Republic this Friday at the Peoples Palace in Malabo. On the table, the analysis of the construction projects of the Luba-Malabo highway, channeling of the Luba rivers, the progress of the Akoga highway, presentation of the draft contracts for electrification of the new capital and the reactivation of the Oyala prefabricated plant; as well as the presentation of the design of the project for new low-cost social housing planned in the country and the authorization of the bidding dossier for the rehabilitation of the new social housing developments in Malabo and Bata, respectively.
Regarding the channeling of the three Luba rivers, the executing company has acknowledged that they have only done 10% of the work. And, taking into account that this project is key to avoiding flooding in the capital of Bioko Sur, Nguema Obiang Mangue has instructed that the work be accelerated to complete it within the agreed deadlines.
Regarding the Malabo-Luba highway, Geproyectos has informed the Vice President of the Republic that considerable progress has been made in earth movement, drainage, assembly of concrete and asphalt plants. And they plan to deliver the work in 2028. Regarding this, the Equatoguinean politician has expressed his disagreement with the delivery date. Since the road is 31 kilometers and 15 were almost completed. Therefore, it has given the China Road company until next year for completion.
The Akoga-Mbini-Kogo section, executed by several companies, has also been reviewed. China Road registers progress close to 45.55 percent, Ecocsa around 24 percent, Arab Contractors approximately 28 percent and Somagec 45.04% execution.
In this regard, Geproyectos has reported that those with low performance allege a lack of tools that they have just acquired; Therefore, Nguema Obiang has said that they should accelerate the work on their site to match the most advanced ones.
On the other hand, the TEAM company has presented the management draft of the Djibloho prefabricated plant. The proposal contemplates a model of payment for results, quality control and preservation of state heritage, in addition to establishing operating costs, the price per cubic meter produced and the value of the manufactured parts. The proposal has been evaluated positively by the Vice President, who has recommended defining the economic parameters before legally formalizing the contract.
At the meeting, a technical report from SIEG on the work carried out by Solidecsa in Corisco, Bata, Mongomeyen and other cities in the country was also presented. The report, prepared from Treasury data and field verifications, reflects an initial amount of about 132 billion CFA francs, with an approximate reduction of 20 billion for unfinished work and about 4 billion pending payment.
Given these figures, H.E. Nguema Obiang Mangue has instructed Public Works and Geprojects to review the report again, compare the payments made by the Government and verify on the ground the financial situation between the parties.
Another of the projects presented was the construction of low-cost housing, designed by the General Directorate of Public Works. The homes will have an approximate area of 63 square meters, with three bedrooms and other complementary spaces, and an estimated cost of seven million CFA francs per unit.
On the other hand, after China Dalian expressed its unavailability to finish the rehabilitation project of the newly developed social housing in Malabo and Bata, the Vice President of the Republic instructed that a tender be prepared to find other interested companies. Therefore, during the meeting, he gave the green light for the launch of the tender dossier.
But the new strategy of the Equatoguinean politician is to hire several companies and distribute them among urbanizations so that the work progresses more quickly.
