Crowding and discontent at the entrance to the fan festival, a severe storm at public viewing or overloading of public transport after the end of the game. In order to identify scenarios like these earlier in the future and initiate possible measures, the Munich Fire Department is testing a new software solution on match days of the UEFA EURO 2024 in the city. This supplements the current situation picture of the emergency services with the perspective of the situation in the digital world. The basis is the observation and analysis of public information from social media. Digital Minister Dr. Fabian Mehring visited the new pilot project of the Virtual Operations Support Team (VOST) of the Munich Fire Department.
Digital Minister Mehring: "If a dangerous situation occurs at a major event, the first reports usually come via social media. In order to accurately assess the situation, it is therefore essential to always keep an eye on the digital world. The new software solution acts as a digital radar system that detects and alerts emerging dangerous situations or hotspots at an early stage. This gives our rescue workers a valuable information and time advantage in order to ensure that major events such as the European Championships run safely."
The new software platform "INspectre - Crowd Information Platform" from Munich Innovation Labs GmbH (MIL) was developed with the Bundeswehr Cyber ??Innovation Hub (CIHBw) for various scenarios in the context of foreign missions. The platform uses only publicly available data from social media platforms such as X, Facebook, Instagram or TikTok and then evaluates this, for example, based on certain keywords or placemarks. Image-to-text recognition using artificial intelligence enables targeted analysis of image material, for example from users at local hot spots. Personal data such as faces or names are protected as soon as they are collected.
Wolfgang Schäuble, Head of the Fire Department: "As a fire department, we have to face the challenges of today's digital world. With the new 'INspectre' software, we can take our information gathering to a new level and identify emerging dangers more quickly. I am convinced that this innovative tool will offer us valuable support, for example at major events, so that we can act even more effectively and safely."
Digital Minister Mehring now wants to check whether the software can also be used as part of the new Bavaria Alliance against Disinformation. "What helps us analyze cyberspace during major events can perhaps also give us valuable clues about rapidly spreading false information. It's not just our emergency services that need to know what is being posted and shared on social media - it's also crucial for security in democratic discourse to recognize disinformation before people are deceived," said Mehring.
