Mexico regrets and rejects Perus unilateral decision to break diplomatic relations in response to a legitimate act in accordance with international law of our country.
The Government of Mexico, through the Ministry of Foreign Affairs, refers to the decision announced today by the Ministry of Foreign Affairs of Peru on the breaking of diplomatic relations of that country with Mexico, after the granting of diplomatic asylum in favor of former Prime Minister Betssy Chavez Chino. On this matter, the Government of Mexico issues the following position:
Mexico granted diplomatic asylum to the former Prime Minister of Peru Betssy Chavez Chino in full compliance with international law, in particular, the 1954 Convention on Diplomatic Asylum (Caracas Convention), to which both Mexico and Peru are Parties.
Ms. Chavez Chino has mentioned that she has been subject to repeated violations of her human rights as part of political persecution by the Peruvian State since the moment of her capture in 2023.
According to the Caracas Convention, the only one authorized to qualify the nature of the persecution against asylum seekers is the asylum State, Mexico in this case.
The decision to grant diplomatic asylum to Mrs. Chavez Chino was made under article 11 of the Political Constitution of the United Mexican States, after a thorough evaluation and in strict observance of the procedure established for this in the Law on Refugees, Complementary Protection and Political Asylum, as well as in attention to the constitutional principles of foreign policy, Mexican humanism and the vocation of our country in matters of asylum and refuge.
Mexico reaffirms, as has been recognized by the General Assembly of the United Nations, that the granting of asylum cannot be considered an unfriendly act by any other State.
Due to the above, Mexico rejects Perus unilateral decision, as it is excessive and disproportionate to a legitimate act of Mexico and in accordance with international law, which in no way constitutes an intervention in the internal affairs of Peru.
Mexico will remain faithful to its humanist tradition of defending human rights and providing protection to people persecuted for political reasons. Likewise, it will always prioritize dialogue and the amicable resolution of disputes.
Finally, our country reiterates the historical ties of friendship that unite the people of Mexico and Peru.
