π Tender Overview
Resolution No. 57-NQ/TW requires a strong shift to management based on goals and final results. With a technology product, the final outcome is determined where people decide to use it or not, and that is why community evaluation is being included in the selection mechanism of many programs. Download the Better Choice Awards 2026 voting and scoring portal opened from August 20, 2026, operating simultaneously two evaluation streams including the professional council and the user community. On December 22, 2024, the Politburo issued Resolution No. 57-NQ/TW on breakthrough development of science, technology, innovation and national digital transformation, which requires a strong shift from management by practice to management by goals. and the final result. Law on Science, Technology and Innovation No. 93/2025/QH15, effective from October 1, 2025, continues to identify businesses as the center of the innovation system. When businesses become the main subject, the market and users naturally step into the role of testers. This requirement poses a technical problem for assessment. The expert council can conclude that a product meets technical standards, is new and has high technological content, but cannot replace the people in answering the question of whether that product is used every day or not. These two questions are different, and only when answered together will the picture of a products true value be complete. The assessment that the committee cannot do for you In the consumer technology sector, the gap between technical specifications and real-world experience is often huge. A home appliance may have good energy efficiency ratings in a test room but be inconvenient when installed in a small apartment. An application can be elaborately designed but too complicated for older users. A green means of transportation may be superior in technology but cannot solve the problem of charging infrastructure in residential areas. Those gaps only become apparent after thousands of hours of use by thousands of different people, under conditions that no laboratory can simulate. The information obtained from there is original data, reflecting the true level of market acceptance of a technology direction. For policy makers, this data shows which product groups are mature enough to scale and which groups need more support at the completion stage. This approach is also in the spirit of the Law on Consumer Rights Protection No. 19/2023/QH15, effective from July 1, 2024, when the law adds the right to choose a healthy and sustainable consumption environment. The right to choose is only meaningful when consumers have a channel to express their choices and when that choice creates consequences for businesses. When the community scores together Along with assessment programs led by management agencies, some activities with the participation of the business sector are operating a two-layer assessment model. Better Choice Awards is an annual national award, held from 2022 to honor, encourage and promote innovative values applied in real life to serve consumers, co-organized by VCCorp Joint Stock Company and the National Innovation Center. Entering 2026, the Organizing Committee has the coordinated participation of the Department of Innovation, Ministry of Science and Technology, making the award a key activity in response to the National Innovation Festival. The 2026 season carries the theme of Innovation Beyond Borders, with 4 groups of awards for consumer technology products, vehicles, solutions and digital platforms, and a group of awards for businesses that contribute to national development. The programs voting and scoring portal opens from August 20, 2026, operating simultaneously in two streams, including the scoring stream of the professional council and the voting stream of the user community on electronic information platforms. The notable point of the model lies in the fact that these two streams do not line up next to each other in sufficient form. Community votes account for a significant proportion of the total award score in most categories, enough to change the order when the gap between nominations is technically narrow. For categories where the product is directly linked to daily activities, the voice of the user therefore has the same weight as professional assessment. Download Content about the role of Better Choice Awards in the national innovation ecosystem introduced at the National Innovation CenterThe combined evaluation model places high demands on transparency. The weight between the panel score and the community score needs to be announced before the portal opens, the criteria of each category needs to be clear so voters understand what they are evaluating, and the mechanism to control the authenticity of votes needs to be designed from the beginning. Without these conditions, the results will reflect the mobilization capacity of the enterprise instead of reflecting product quality. From votes to data for policy At a large enough scale, the collection of votes is no longer just a contest number. It is a map of domestic technology consumption behavior, showing which product groups Vietnamese people are prioritizing, which features they are willing to pay for, and which technologies they are still hesitant about. Resolution No. 57-NQ/TW sets a goal that by 2030, the rate of businesses with innovation activities will reach over 40% of the total number of businesses, and that behavioral map is one of the bases for businesses to decide where to invest. For participating businesses, the voting results provide more valuable information than a title. A product that is highly rated by the board but has low support from the community is a signal that the process of conveying value to users is having problems. On the contrary, a product that is strongly supported by the community but has not yet achieved a corresponding professional score shows that there is still room for technical improveme
