The objective of Prime Minister Petteri Orpo's Government Programme is to improve the quality, efficiency and availability of public services by making more efficient use of digitalisation and technology.
The State Treasury's task is to provide the state with centralised services such as central government debt and loan servicing services and to take care of state compensation matters. In order to achieve the objectives of the Government Programme, necessary changes are proposed to the State Treasury's right of access to information, with the aim of enhancing the operations of the State Treasury and other authorities and increasing the State Treasury's customer orientation.
The proposal proposes amendments to the Act on the State Treasury, the Act on Public Procurement and Concession Contracts, the Act on Procurements and Concession Contracts of Entities Operating in the Water, Energy, Transport and Postal Services Sectors, the Criminal Injuries Act, the Act on Compensation for Damages Incurred on Government Missions, the Act on the Repeal of the Act on the Accident Compensation Agency and the Act on the Incomes Information System.
The proposal updates the tasks of the State Treasury, lays down provisions on its right to information and makes other minor amendments to the Act. The Government proposes that the Act on Public Procurement be amended so that the State Treasury is tasked with maintaining the electronic Hilma system for public procurement. In addition, it is proposed that the State Treasury be assigned tasks related to the operation of the electronic business document transmission network.
The acts would enter into force on 1.11.2024, with the exception of amendments to the Act on the Incomes Information System, the Act on Public Procurement and Concession Contracts and the Act on Procurement and Concession Contracts of Entities Operating in the Water, Energy, Transport and Postal Services Sectors, which would enter into force on 1.1.2025. The same shall apply to the task of maintaining the electronic contract notice system.
