📋 Tender Overview

The use of artificial intelligence and software robotics is constantly increasing throughout society including in government activities. VTT together with the University of Jyvskyl and the University of Helsinki studied the ethical challenges of the use of artificial intelligence by the authorities. The result was an ethical approach to designing solutions based on artificial intelligence. The study was carried out as part of the Governments 2018 Clearing and Research Plan.Automation already makes extensive use of automation in situations that do not require discretion. With artificial intelligence automation can also be applied in decision-making situations with discretion. This changes public service processes and affects both individuals and society as a whole. Ethical issues are playing an increasingly important role as in the age of artificial intelligence ethical behavior and trust in society must be ensured.Ethics is based on moral concepts and values and cannot be unambiguously defined. Therefore a wide public debate is needed to identify a common target state. Ethics must also be assessed on a case-by-case basis in the right context says Raija Koivisto Senior Researcher at VTT .The study looked at what the ethics and social acceptability of artificial intelligence mean in official work. The challenges of artificial intelligence were examined both through a questionnaire targeted at citizens and through use cases collected from different administrative sectors. Based on the study an operating model was built which emphasizes the consideration of ethical aspects in the design of applications based on artificial intelligence. The report identified a dozen key issues related to the use of artificial intelligence by the authorities. One of them is transparency which is important for both ethics and acceptability. Finns are generally positive about the use of artificial intelligence but trust requires transparency and transparency. Authorities need to be able to justify their decision and if learning algorithms are used in decision-making this is more difficult. The second question is related to the new kind of expertise needed at all stages to acquire an artificial intelligence-based system for its use. It is necessary to assess whether the public administration has sufficient expertise to acquire maintain and develop the system. On the other hand one has to think about what is required of citizens in the field of artificial intelligence and how equality is realized regardless of competence. In addition to the challenges artificial intelligence opens up new opportunities for authority activities. It can among other things improve and speed up service and decision-making bring new service channels to customers or improve individual decision-making.The ethical approach developed in the study coordinated by VTT supports the exploitation of these opportunities. The first cornerstone of the model is the adoption of an ethical perspective as the starting point for design. This means that all people are treated equally and fairly respecting the needs and rights of each individual. The ethics of artificial intelligence must be systematically considered. The model can be used to create an understanding of the various actors involved in their case their roles their tasks and their cooperation as well as the key ethical issues involved. This will help you to understand what kind of solutions should be made and what kind of guidelines to follow in ethical choices. The operating model provides tools to support systematic review. When used wisely artificial intelligence allows for positive changes and at best even solves ethical problems says Koivisto.
