π Tender Overview
The paid provision of services, including intermediary services, for the electronic issuance of railway tickets is now punishable by a fine of up to 500 thousand rubles, the Duma website reports. Instances of mass purchase of railway tickets for the purpose of further resale at an inflated price have become more frequent, said State Duma Chairman Vyacheslav Volodin. According to him, this is evidenced by citizens appeals.
All this leads to an artificial shortage of seats on trains, and also creates a situation where people are forced to overpay. According to JSC Russian Railways, in 2024, 2 thousand cases of purchase of electronic travel documents were identified by those who did not plan to travel, noted Vyacheslav Volodin. He clarified that over 7 thousand more tickets worth almost 23 million rubles were returned to free sale based on the results of an analysis of the activities of unscrupulous users of Russian Railways JSC web resources.
They resell tickets on online platforms by posting advertisements, while the intermediary ends up with 1.5-3 thousand rubles per ticket. Now, during the summer holidays, this problem is of particular relevance, says the Chairman of the State Duma.
He recalled that in 2025, a restriction was established on the issuance of electronic railway tickets through third-party resources and intermediaries (Law 339-FZ of 2025). This week they passed a law that backed up the ban with a fine.
Now, for the provision of paid services, including intermediary services, for the electronic issuance of railway tickets, a serious fine will be imposed - up to 500 thousand rubles, Vyacheslav Volodin indicated.
