Family Mortgage October Tender

πŸ“‹ Tender Overview

Changes to the Family Mortgage plan, effective October 1, 2026, significantly increase the range of housing affordable to families with children. The new borrowing limits make the plan more useful and better targeted toward those who truly need it. Domclick analyzed the proportion of apartments in Russian regions that now meet the updated requirements. They also analyzed the structural characteristics of the available housing stock; specifically, the share of properties with an area exceeding 54 square meters, which is the standard size for a household consisting of parents and one child. The maximum property value was calculated as the sum of the maximum loan amount (determined by the number of children) and a down payment equal to 20% of the propertys price. For most regions, the analysis covered amounts of up to RUB 7.5 mn, RUB 10 mn, and RUB 12.5 mn; for major metropolitan areas, the figures used were RUB 15 mn, RUB 18.75 mn, and RUB 22.5 mn, respectively. Affordability The most favorable situation is found in Volgograd Region and Voronezh Region: with a price cap of RUB 7.5 mn for a new-build apartment, between 60% and 76% of available units qualify for the program; if the cap is raised to RUB 10 mn, that figure increases to 80-90%. In Samara Region, Tyumen Region, Omsk Region, Perm Territory, and Bashkortostan, approximately 45-52% of all new builds are priced at up to RUB 7.5 mn, a share that rises to 74-81% when the threshold is set at RUB 10 mn. In Rostov Region, only about 40% of the new build offerings fall within the RUB 7.5 mn limit; however, if the threshold is raised to RUB 12.5 mn, the share of eligible apartments more than doubles, reaching 93,5%. This trend indicates that a significant portion of the regional housing supply is concentrated in a higher price segment. The range of options for families is most limited in the Republic of Tatarstan: even with the RUB 12.5 mn limit -- the maximum allowed for Russian regions -- only 58,8% of apartments in new developments qualify for the program. Among the regions with higher loan limits, Leningrad Region remains the leader: 91,8% of new properties are priced at up to RUB 15 mn, and with the maximum threshold of RUB 22.5 mn, the program covers 97,6% of the market. The situation in St. Petersburg is notably more challenging: even with a price ceiling of RUB 22.5 mn, only 76,1% of apartments qualify, meaning roughly one in four new-build properties falls outside the scope of the program. Moscow presents the most difficult market: with a RUB 15 mn threshold, only 6,6% of available properties qualify for the Family Mortgage program; at RUB 18.75 mn, that figure rises to 20,7%; and only at the maximum limit of RUB 22.5 mn does coverage reach 37,8% of the market. In other words, even under the most favorable terms, more than 60% of new-build properties in the capital remain ineligible under the current program conditions. Floor area of affordable housing: structural limitations In addition to price parameters, the floor area of the apartments is also important. The analysis showed that even among properties that meet price limits, the proportion of apartments with an area of more than 54 sq. m remains low in most parts of Russia. With a borrowing limit of RUB 7.5 mn, only in a few regions this share exceeds 30%: Kostroma Region (55.0%), Orenburg Region (53.6%), Chuvash Republic (38.6%), Ivanovo Region (43.4%), Oryol Region (42.7%) and Vologda Region (36.9%). In the vast majority of regions, the figure does not exceed 15%. Even when considering properties priced up to RUB 10 mn, the share of spacious apartments remains below 20% in a number of regions. These include the Republic of Adygea (10.4%), Krasnodar Territory (14.3%), Primorye Territory (15.3%), the Republic of Tatarstan (17.4%), Nizhny Novgorod Region, Sverdlovsk Region (18.9%), Novosibirsk Region (19.7%), and the Republic of Sakha (Yakutia) (20.7%). Current price caps in most regions limit the selection of spacious apartments in new developments. In this context, construction loans emerge as a viable alternative. A comparison between new builds and construction loans reveals a significant advantage for the latter in terms of floor area: across Russia, a newly built individual house is typically 1.3 to 3.4 times larger than an apartment in a new development. While a standard apartment measures 40-50 square meters, single-family housing projects most often feature homes with an area of 100-160 square meters. Findings The changes to the Family Mortgage plan, effective October 1, 2026, have significantly improved housing accessibility across most regions. In areas with moderate real estate prices, the program now covers between 85% and 96% of the market, given the updated borrowing limits; by contrast, in Moscow, Saint Petersburg, Tatarstan, and Krasnodar Territory, the share of eligible properties remains more limited. The increase in price caps has also made larger apartments more accessible, although in some regions, the proportion of units exceeding 54 square meters remains low. In this context, single-family homes are a practical alternative, allowing families to secure more living space while still benefiting from the 6% preferential interest rate. Ultimately, the impact of these changes varies by location: it is most pronounced in regions with mid-range price levels and less noticeable in major metropolitan areas. Nevertheless, the combination of higher borrowing limits for multifamily housing and the viability of construction loans offers families with children a broader range of options for addressing their housing needs.
