📋 Tender Overview
The generation of packaging waste is high and growing, despite the introduction of increasingly light packaging materials. The consumption of single-use and fast-consumed products has increased more and more. In tackling the problem, promoting the use of reusable packaging has been identified as the most effective way of reducing packaging waste. The state has tried to trigger the change with regulation and subsidies, but this has not been enough. While the first providers of reusable solutions have emerged on the market, due to the incompatibility of solutions, adoption by merchants and consumers is low and market volumes are small.
The aim of the project is to reduce the consumption of single-use plastic packaging through the development of a recycling model for reusable packaging. To this end, a pilot project will be carried out that would encourage and activate today's fragmented market players and provide input for the state to make more effective policy decisions.
The project will develop a reuse system independent of the provider, i.e. a comprehensive technical solution in the form of a pledge, supply and collection system for reusable coffee cups. Today, there are no known open systems from other parts of the world where the recirculation system infrastructure could be used by different providers of circular solutions. The system is being tested at filling stations on the Tallinn-Tartu highway, introducing reusable coffee cups circulating in the recycling system for a period of 9-12 months. The aim is to offer a complete service among all coffee sellers (filling stations) located along the road in such a way that the consumer, buying a coffee drink from one gas station chain, can return the reusable packaging to another filling station chain or to widely available collection boxes.
