According to the Decision, Prime Minister Pham Minh Chinh is the Head of the Steering Committee. The Deputy Heads of the Steering Committee include: Comrade Nguyen Chi Dung, Deputy Prime Minister (Standing Deputy Head of the Committee, directly directs the construction of the foreign-invested economic development project); Comrade Nguyen Van Thang, Minister of Finance (Deputy Head of the Committee in charge of coordinating and coordinating the development of the Foreign Invested Economic Development Project). Members of the Steering Committee include: 01 representative of leaders of ministries and ministerial-level agencies: National Defense; Police; Build; Finance; Industry and Trade; Agriculture and Environment; Science and Technology; Justice, Government Office; State Bank of Vietnam; Chairman of Hanoi Peoples Committee; Chairman of Ho Chi Minh City Peoples Committee; Chairman of the Peoples Committee of Hai Phong City; Chairman of the Peoples Committee of Da Nang City; Chairman of Can Tho City Peoples Committee; Chairman of Hue City Peoples Committee; representative of the leadership of the Central Policy and Strategy Committee; Representative of the Leadership of the Economic and Financial Committee of the 15th National Assembly. The Steering Committee is responsible for developing a foreign-invested economic development project to submit to the Politburo. The Steering Committee works on a part-time basis, following the principles of centralization, democracy, public discussion, and ensuring unified direction. The Ministry of Finance is the standing agency helping the Steering Committee develop the Project. Assign the Minister of Finance and Deputy Head of the Steering Committee to decide to establish an Editorial Team to develop the Project.
