Permanent Deputy Prime Minister Pham Gia Tuc signed Decision No. 1082/QD-TTg dated June 16, 2026 to establish the State Appraisal Council to appraise the Pre-feasibility study report of the Ring Road 5 Construction Investment Project - Hanoi Capital Region (Council). Council members include Leaders of the Ministries: National Defense, Public Security, Agriculture and Environment, Science and Technology, Industry and Trade, Justice and Leaders of Peoples Committees of provinces and cities: Hanoi, Ninh Binh, Hung Yen, Hai Phong, Bac Ninh, Thai Nguyen, Phu Tho. The Ministry of Construction is the standing agency of the State Appraisal Council. Responsibilities and powers of the Council, Chairman of the Council, Vice Chairman of the Council. Council, Council members, and the Standing Body of the Council are implemented accordingly according to the provisions of Articles 4, 5, 6, 7, 8 of Decree No. 19/2026/ND-CP dated January 14, 2026 of the Government. The specific goals of the project include: Meeting transport needs, reducing load and ensuring traffic safety on Ring Road 5; Complete and put into synchronous operation high-capacity, safe and high-speed highways on the transport corridor of the Red River Delta provinces. According to the consultants proposal, the project has its starting point at Km0 (corresponding to Km 367 + 100 Ho Chi Minh Road), in Yen Bai commune, Hanoi city; The end point coincides with the starting point, forming a closed route. The total length of the route is about 340km (not including 33km overlapping with Hanoi - Thai Nguyen expressway and Hanoi - Lao Cai expressway). The route passes through 7 localities including: Hanoi city (51km), Ninh Binh (36km), Hung Yen (27km), Hai Phong city (63km), Bac Ninh (49km), Thai Nguyen (36km) and Phu Tho (78km).
