According to Mr. Doan Duc Thanhs reflection, currently many higher education institutions offering masters degree training are charging a fee to extend the thesis completion time for students who need to extend the completion time due to objective reasons. In fact, this extension is mainly to create more time for students to complete and defend their thesis, without incurring additional teaching, re-study activities or corresponding training costs from the home side. However, the renewal fee at some schools is set very high, even equivalent to the tuition fee for the entire extension period, causing a large financial burden for learners. There is currently a significant difference in the level of fees between training institutions because there are no unified principles, criteria or guiding framework, leading to a lack of openness and transparency. From the above situation, Mr. Thanh proposed that the authorities need to research and promulgate specific regulations or instructions on the principles of determining the fee for this extension fee, ensuring compliance with the actual costs incurred, harmonizing the interests between schools and students. In this regard, the Ministry of Education and Training has Opinions are as follows: The Ministry of Education and Training would like to acknowledge citizens opinions. Currently, the Ministry of Education and Training is coordinating with relevant ministries and branches to amend and supplement a number of articles of Decree No. 238/2025/ND-CP dated September 3, 2025 of the Government regulating tuition policies, exemptions, reductions, tuition support, study cost support and service prices in the field of education and training.
