On the afternoon of September 4, in Hanoi, the Office of the President in coordination with the Ministry of National Defense organized a Ceremony to announce and hand over the Presidents Decision on promoting the military rank from Lieutenant General to Senior General to comrade Le Quang Dao, Deputy Chief of General Staff of the Vietnam Peoples Army. Speaking at the assignment ceremony, General Secretary and President To Lam emphasized that comrade Le Quang Dao is a cadre with basic training and maturity from a grassroots unit; always demonstrates strong political will, has scientific and thorough methods and working style, and the ability to analyze, evaluate, predict and effectively handle problems that arise in practice. The decision to promote the rank of Lieutenant General is the recognition and appreciation of the Party, State and people for the comrades process of striving, training and important contributions in the cause of building the army, strengthening national defense and protecting the Fatherland. This is also an affirmation of the Party and States confidence in the leadership and strategic command staff of the Vietnam Peoples Army; is the entrustment of a greater responsibility in joining with the Central Military Commission, the Ministry of National Defense and the General Staff of the Vietnam Peoples Army to continue building a revolutionary, regular, elite and modern army, meeting the requirements of protecting the Fatherland in the new situation. The cause of building and protecting the Fatherland is entering a new era with many opportunities and challenges intertwined, the General Secretary and President asked Comrade Le Quang Dao to continue promoting the glorious traditions of the General Staff.
