Possessing accurate and timely information is an important basis for making correct management decisions, minimizing risks and optimizing resources. Data is a mirror that reflects reality but only truly creates value when it is circulated, shared and accessed legally and equally. The right to access information is not only a constitutional right of citizens but also a measure of the governance capacity of a modern administration. According to Ms. Nguyen Thi Hanh, the Law on Access to Information in 2026 was amended to establish a management order based on 4 principled requirements: Transparency in the operations of the state apparatus; ensure the peoples substantive mastery; liberate resources, create an equal environment for socio-economic development; affirming that providing information is not a grant from state agencies but a responsibility that must be implemented to ensure citizens right to know. After nearly 10 years of implementation, the 2016 Law on Access to Information has gradually come to life, creating an important legal basis to ensure citizens right to access information, contributing to improving accountability and openness and transparency in the operations of state agencies. However, facing the countrys new development requirements, the implementation of the Partys policies on building a rule-of-law state, developing science and technology, innovation, national digital transformation, along with the 2013 Constitution amendment, 2-level organization of local government,... has created a need to continue perfecting the law on access to information. Therefore, the National Assembly passed the Law on Access to Information in 2026 to fully and promptly institutionalize the Partys policies and guidelines, ensuring the unity and synchronization of the Law on Access to Information in the legal system. At the same time, overcome difficulties and obstacles arising in the process of organizing the implementation of the 2016 Law, creating a more complete legal basis to ensure citizens right to access information in the new development period. The 2026 Law on Access to Information includes 4 chapters, 31 articles, a decrease of 1 chapter and 6 articles compared to the Law on Access to Information in 2016. The Law focuses on regulating issues of principle and long-term stability, Basic contents directly related to the rights and obligations of citizens and responsibilities of agencies and units in ensuring the right to access information; does not stipulate in detail the order and procedures for providing information, ensuring flexibility, feasibility and compliance with state management requirements in each stage. The Law on Access to Information was promulgated with two basic goals: Resolving limitations, difficulties and problems caused by the provisions of the law that have been reflected and identified by agencies, ministries, branches and localities during the preliminary and final review of the implementation of the Law on Access to Information in 2016. Continue to improve comprehensive provisions of the law to better ensure citizens right to access information, expand the scope of accessible information, diversify forms of information provision, enhance the application of information technology and digital transformation. Implementation plan for the implementation of the Law on Access to Information National Assembly votes to pass the Law on Access to Information (amended) Resolve problems and inadequacies in the practice of organizing the implementation of the Law on Access to Information Notably, the Law focuses on amendments in 5 groups major policy, which expands the subjects responsible for providing information when adding public service units providing basic and essential public services; Complete regulations on local governments responsibility to provide information in accordance with the 2-level local government model; Expand the scope of information that must be made public, especially information directly related to peoples lives and business activities; At the same time, clearly delineate information that citizens can access, cannot access, and have conditional access, ensuring consistency with regulations on protecting state secrets, national security, and personal data protection.
