BACOLOD CITY β The city government here will undergo a public scoping on Oct. 15 for the proposed expansion of its sanitary landfill project called Cell No. 5 in Barangay Felisa.
The schedule was announced on Monday by the Department of Environment and Natural Resources Environment Management Bureau - Negros Island Region (EMB-NIR) which also released a copy of the citys project description and information education and communication report.
Public scoping is an early stage in the environmental impact assessment (EIA) process where the proponent aims to provide an overview of the proposed projectβ the EMB-NIR said in the notice.
It encouraged interested parties organizations and agencies to provide inputs during the public scoping and public review periods and provide comments to the proponents through their project coordinators.
An EIA is a process for anticipating the effects on the environment caused by a development while an environmental impact statement (EIS) is the document produced as a result of that process.
The project proponent or EIA consultant will then prepare and submit an EIS that will serve as an application for an environmental compliance certificate.
The development of Bacolod City Sanitary Landfill Expansion Project - Cell No. 5 is proposed to provide sufficient additional disposal capacity and to support the uninterrupted implementation of the citys integrated solid waste management program the city government said.
It added that the project is also expected to contribute to the prevention of uncontrolled dumping and the associated risks of soil surface water groundwater and air pollution.
Cell No. 5 is being proposed to occupy 2.0267 hectares within the existing sanitary landfill property which has a total land area of 25.54 hectares.
During its operation Cell No. 5 can handle a daily volume of 500 tons designating it as a Category 4 sanitary landfill which prescribes the highest tier of operational and engineering standards for any waste disposal facility receiving greater than 200 tons of waste per day.
Cell No. 4 which was established in 2010 is now at its operational peak after extensive engineering interventions prolonged its lifespan beyond February 2026 to remain operational until the completion of Cell No. 5.
The Bacolod City sanitary landfill is being operated by the consortium of International Solid Waste Integrated Management Specialist Inc. D.C. Sandil Construction and Realty Development Inc. and San Igmedio Builders Inc. (PNA)
