📋 Tender Overview

Economic development under the forest canopy is not simply a matter of income, but a strategy to ensure sustainable ecological security. Vietnams forestry industry is strongly transforming from a strict forest protection management mindset to multi-value ecosystem governance. Download Developing medicinal herbs and ecotourism helps people and communities become more attached and protect forests - Illustration Changing thinking: From protection to multi-value management Mr. Pham Hong Luong, Deputy Director of the Department of Forestry and Forest Protection (Ministry of Agriculture and Environment) said: If we go back to the 1990s, Vietnams forest coverage rate was only about 27%. By 2024, this number has reached 42.03%, a huge step forward thanks to the efforts of the entire political system and the community of people attached to the forest. Mr. Luong emphasized that improving the quality of special-use forests and conservation forests is a natural fortress for biodiversity and responding to climate change. Mr. Vu Ba Cong, Deputy Director of Hai Phong Department of Agriculture and Environment also affirmed the importance of changing management methods: Forestry is no longer a single sector but an important component in the green development strategy. The citys goal is to move from traditional management to multi-value ecosystem management, How can people living near forests get rich from forests without harming resources? Practice in many localities shows that models such as beekeeping, growing medicinal plants and eco-tourism are bringing outstanding sources of income for people. Beekeeping under the mangrove canopy is a clear demonstration of the combination of economic development and biodiversity conservation. Mr. Vu Quoc Dat, Deputy Director of Xuan Thuy National Park (Nam Dinh) shared: The mangrove ecosystem with the source of tiger flowers and parrots has created honey with its own color and flavor... beekeeping under the mangrove canopy has been proving clearly effective in creating sustainable livelihoods for buffer zone communities, reducing pressure on resource exploitation. Currently, parrot honey from Xuan Thuy National Park has met the 3-star OCOP standard and been recognized with a certification mark. In Hai Phong, this model is also achieving great success. Mr. Dang Thanh Tung, Director of Tung Hang Honey Production Cooperative (Kien Hai commune) said: From 500 bee colonies in 2020, we have now grown to 1,300 colonies, with an output of 10,000 liters of honey/year. Beekeeping does not harm the forest, on the contrary it also promotes pollination, helping the forest ecosystem develop better. Not only honey, growing medicinal plants such as purple ambarella and herbs fruit, three kumquat, yellow flower camellia under the forest canopy are also becoming the main direction in the northern mountainous provinces such as Tuyen Quang and Ha Giang. Mr. Dao Duy Tuan, Director of the Tuyen Quang Forest Protection Department, noted in November 2025: Peoples awareness has improved significantly. Everyone understands that forest encroachment is dealt with, while exploiting the economic value under the forest canopy is helping many localities increase income, linking livelihoods with sustainable forest protection. Raising awareness through forest economic development Land allocation policy and ecotourism development are the key to mobilizing social resources into forest protection. Mr. Pham Hong Luong, Deputy Director of the Department of Forestry and Ranger, emphasized the role of the community through the Public - Private - Community (PPP + C) cooperation mechanism: Ecotourism is only sustainable when it achieves all three pillars: financial support for natural protection; raising environmental and cultural awareness for tourists; and ensuring fair benefits for people. In order for forests to be able to raise their own forests, the system of payments for forest environmental services (PFES) has become a powerful financial arm. Mr. Pham Hong Luong commented: The source of payment for forest environmental services has become a strong motivation to help people protect forests, while encouraging them to develop green economic models. According to Decree 58/2024, the forest protection contract level has been raised from 300,000 VND/ha to 500,000 VND/ha, creating more confidence for people attached to the forest. In addition, the application of high technology such as WebGIS, drones (UAVs) thermal cameras and remote sensing images are helping forest rangers and people monitor forest changes and accurately detect fire points early. A promising new direction is the commercialization of forest carbon credits. Experts in Hai Phong believe that the transparency of carbon reserves on a digital platform will attract investors, creating a stable financial source for forest protection contractors. With the companionship of the state, businesses, scientists and especially the active participation of the peoples community, Vietnams forestry industry is gradually realizing the goal of making forests an important resource for socio-economic development, protecting a green future for future generations.
