📋 Tender Overview
The senator assessed the progress of repair work and the readiness of educational organizations in the Murmansk region for the new academic season. Elena Dyagileva, a representative in the Federation Council from the executive body of state power of the Murmansk region, visited educational organizations in the Kandalaksha and Tersky municipal districts. The visit covered key facilities being modernized under federal, regional, and special programs: Living in the North! and Arctic School. Also see E. Dyagileva: Over the past seven years, the number of large families in the Murmansk region has increased by 45% on August 4, 2026. In Kandalaksha, the senator inspected kindergarten No. 62, where major repairs are underway under the Living in the North! program and the national project Family. By the beginning of autumn, they plan to complete the entire range of work - from roof repairs and fire alarm installation to equipping the premises with new equipment. This is the only preschool institution in the city with a swimming pool, which will be available on weekends for all young residents after modernization. Elena Dyagileva visited educational organizations in the Kandalaksha and Tersky municipal districts. Elena Dyagileva discussed the results of the work done with the head of the municipality, Alexander Samarin, and representatives of the administration. The interlocutors paid special attention to the Arctic School project, under which five initiatives are being implemented in the district. For example, a modern TechnoPark area is being created at school No. 10 for conducting computer science lessons and solving engineering problems at a new level. In 2026, with the support of Governor Andrey Chibis, more than 700 educational spaces in 109 institutions - from kindergartens to universities - are being updated for over 3.4 billion rubles, added Elena Dyagileva. The parliamentarian also visited the Kandalaksha Industrial College - the only institution in the region preparing specialists for the railway industry. The vocational education system in our country is undergoing a powerful transformation and is becoming a sought-after educational track. This is confirmed by a record three million applications to colleges and technical schools in the current admissions campaign. For the industrial Arctic, this trend is especially valuable: over 10 years, the number of students has increased from 14,000 to 18,000, explained Elena Dyagileva. The senator noted that the quality of knowledge of students in Arctic colleges is confirmed by high positions in the National ranking. The employment rate of graduates here exceeds 85%, which once again proves the effectiveness of the seamless education model, where specialists are prepared from the school bench with the participation of enterprises. Elena Dyagileva congratulated the college staff on the recent Railway Workers Day and presented letters of appreciation. Among the awardees is teacher Yuri Ignov, who became the winner of the regional stage of the annual All-Russian competition Master of the Year. The parliamentarian also noted the long-term work, highest professionalism, initiative, and significant contribution to the training of skilled workers by Viktor Gaspirovich, head of the vocational training and practical training department. In the Tersky district, Elena Dyagileva visited educational and social facilities in Umba and discussed with the head of the district, Ramila Khairullina, the readiness for the new academic season. Work is underway at the local school to enhance security: a video surveillance system is being installed, automation of bell ringing is planned, and school radio is being launched, with new spaces being prepared, including a literary living room, a center for childrens initiatives, and a creative workshop. The institution is a winner of the Arctic School project selection. Under the program, major repairs have been carried out in the gym, cafeteria, and library, and a Growth Point has been opened under the national project Education. A modern center for unmanned aerial systems is being created at the childrens and youth development center with investments of over four million rubles. The development of the Tersky district requires a special approach. This is a large territory with a low population density, remoteness from the regional center, and the absence of a large city-forming enterprise. Therefore, it is especially important to use federal programs and initiatives from the regional government aimed at developing infrastructure and the economy. Support for tourism, landscaping, and improving the quality of life for people is also important, noted Elena Dyagileva. The example of Umba shows the effect of developing remote areas through federal programs and the peoples plan Living in the North!. Through them, the educational environment is being updated in the ancient settlement, as well as in other remote villages of the district, territories are being improved, and social infrastructure is being developed, emphasized the senator.
