Primary and Secondary Children make their classes in rustic homes. Works began in May 2022 by the Gore AncashANCASH.- The Comptroller General of the Republic warned delay in the reactivation of the improvement work of the educational institution No. 84162 of the town of Ruris, district of San Nicolas (Carlos Fermin Fitzcarrald), because of the delay in the liquidation of the execution contract. The work, in charge of the Regional Government (GORE) of Ancash, remains unfinished and abandoned since 2023 to the detriment of the student and teacher population.
The works began in March 2022 with an investment of S/ 5 777 984 and an execution period of 240 days; That is, it must have completed in December of that same year. However, the term was suspended two months before the deadline was fulfilled because there were not three valuations by the regional entity.
Then, the Gore Ancash fulfilled the economic commitment in favor of the contractor, so the works restarted in February 2023; However, in that year two other suspensions were recorded, so the work was abandoned.
The damage to the schoolchildren was corroborated in April 2024, during an inspection carried out by the Control Commission in which the absences of the contractor and supervisor were noticed. Also, at the request of the maximum government control body, in August of that year, the Gore Ancash issued a technical report confirming that the work is abandoned with a physical advance of 36 % and a financial execution equivalent to S/2 085 784.
It was in that context that the entity initiated the procedures to resolve the contract and resume the work. However, despite the time elapsed, it has not liquidated the execution contract nor has adopted concrete actions to complete the construction of said infrastructure.
The obvious delay in the liquidation and in the restart of the work has made the students of the primary and secondary level of the Caserio de Ruris develop their academic activities in rustic homes that do not provide the guarantees to carry out the school work, since the environments of the old school were demolished without before the contingency plan has been implemented.
The Concurrent Control Report No. 010-2025-OCI/5332-SCC, issued by the Institutional Control Body of the Regional Government of Ancash was notified to the head of the entity in order to adopt the preventive and corrective measures of the case that allow continuing with the execution of the work for the benefit of schoolchildren.
