Immediately after the legal documents guiding the implementation of the Chemical Law 2025 were issued and took effect from January 17, 2026, the Ministry of Industry and Trade sent an official dispatch to the Ministry of Finance and Peoples Committees of provinces and cities requesting coordination in implementing, announcing and organizing the implementation of administrative procedures to facilitate businesses. According to Ms. Nguyen Thi Minh Trang (Phu Tho), The Law on Chemicals 2025 officially took effect from January 1, 2026, however, the Decree and Circular guiding its implementation were not issued in a timely manner. The lack of detailed regulatory documents has left businesses without a legal basis to carry out procedures to import chemicals for production and business. Currently, Ms. Trangs business is in a state of nearly running out of chemical raw materials. In case guiding documents continue to be issued slowly, businesses are at risk of having to temporarily suspend production activities, leading to workers being forced to quit their jobs, seriously affecting production, business and social security activities in the locality. Ms. Trang requested the Government to promptly inform the Government about the expected time of promulgation of the Decree guiding the implementation of the Chemical Law in 2025, in order to create a basis for businesses to carry out chemical import procedures, stabilize production and ensure jobs. for workers. Regarding this issue, the Ministry of Industry and Trade has the following opinion: To guide the implementation of Law No. 69/2025/QH15, legal documents have been issued and take effect from January 17, 2026, including: Decree No. 24/2026/ND-CP dated January 17, 2026 of the Government regulating the lists of chemicals covered by the Law Chemicals. Decree No. 25/2026/ND-CP dated January 17, 2026 of the Government stipulating in detail a number of articles and measures to organize and guide the implementation of a number of articles of the Law on Chemicals on chemical industry development and chemical safety and security. Decree No. 26/2026/ND-CP dated January 17, 2026 of the Government stipulating detailed regulations and directions guiding the implementation of a number of articles of the Chemical Law on the management of chemical activities and dangerous chemicals in products and goods. Circular No. 01/2026/TT-BCT dated January 17, 2026 of the Minister of Industry and Trade detailing and guiding the implementation of a number of articles of the Chemical Law and Decree No. 26/2026/ND-CP of the Government detailing and guiding the implementation of a number of articles of the Chemical Law on management of chemical activities chemicals and dangerous chemicals in products and goods.
