According to a report from the National Center for Hydrometeorological Forecasting, on the night of October 26 and early morning of October 27, 2025, the area from Quang Tri to Quang Ngai continued to have heavy to very heavy rain, with rainfall in some places over 400mm, especially in the rain center of Bach Ma (Hue) with over 700mm of rain in 9 hours. Heavy rain on a large scale, reservoirs have to operate to regulate floods, water levels on rivers in Hue and Da Nang rise rapidly. According to forecasts of the National Center for Hydrometeorological Forecasting: On October 27, floods on rivers in Hue and Da Nang will continue to rise, specifically: floods on the Bo River in Phu Oc are likely to exceed the historical floods in 2020 by about 0.2-0.3m; On the Huong River at Kim Long, it is about 1.2m above alert level 3 (about 1.11m below the historical flood level); on the Thu Bon River at Cau Lau continues to rise and is above alert 3. High risk of widespread deep flooding in Hue and Da Nang cities; floods, flash floods, and landslides on steep slopes, especially mountainous areas in localities from Quang Tri to Quang Ngai. To proactively prevent, avoid, respond, and ensure life safety for people and minimize property damage, the Prime Minister requests the Chairman of the Peoples Committees of provinces and cities: Quang Tri, Hue, Da Nang, Quang Ngai and the Ministries: National Defense, Public Security, Agriculture and Environment, Construction, and Public Works. Commerce and relevant ministries and branches continue to practice Centrally direct the drastic and effective implementation of prevention, avoidance and response to heavy rains, floods, pipe floods, flash floods and landslides according to the direction of Official Dispatch No. 202/CD-TTg dated October 22, 2025 of the Prime Minister, which focuses on the following specific tasks: 1. The Chairman of the Peoples Committees of the provinces and cities of Quang Tri, Hue, Da Nang, and Quang Ngai continues to direct: a) Organize close monitoring, full updates, and timely information on the situation and forecast of rain and flood developments so that the People can proactively respond and avoid the situation where people do not know information about natural disasters; Increase dissemination and guidance for people on skills to respond to each natural disaster situation, especially for landslides, flash floods, and floods. b) Review and detect areas at risk of pipe floods, flash floods, landslides, and deep floods to promptly warn people and proactively evacuate people to a safe place. Deploy forces and means to control, guide and support traffic, arrange search and rescue forces, especially in places at risk of separation and isolation due to landslides and flooding to be ready to respond when bad situations occur. c) Deploy the protection of dykes and dams according to alarm levels; Closely monitor and proactively coordinate with functional agencies of the Ministry of Agriculture and Environment and the Ministry of Industry and Trade to direct the operation of irrigation dams and hydroelectric dams in the area to ensure science and safety for projects and contribute to flood reduction and limit flooding downstream. d) Based on the specific situation in the locality, decide to let students leave school and deploy measures to ensure life safety for people. d) Focus on directing and urgently organizing visits and encouragement; Timely support of food, drinking water, medicine and essential supplies for people in damaged areas. Absolutely ensure that people do not suffer from hunger, cold, lack of clean water, or medical support when sick. e) Immediately after the water recedes, it is necessary to urgently mobilize forces to deploy environmental sanitation, disinfection, and disease prevention and control. At the same time, support people to repair their houses, quickly restore production (especially agricultural production), and soon stabilize their lives. The highest priority must be given to ensuring safe conditions for students to return to school and health care and medical examination and treatment for the people.g) Direct the organization of review, statistics, and specific assessment of damage caused by floods; synthesize, report and propose support solutions (in cases beyond local capacity). Proactively and urgently coordinate with relevant ministries and branches to thoroughly review and evaluate the impact of socio-economic infrastructure projects on flood drainage capacity in the area to have timely and appropriate solutions and adjustments.2.
