Rostelecom has begun work to connect small settlements in the Kaliningrad region to wired Internet through financial support from the regional government. This year, the targeted plan of the regional program for the construction of fiber-optic communication lines (FOCL) in villages using budget subsidies includes 15 settlements in seven municipalities, where almost 7.7 thousand people live.
By the end of the year, wired Internet should appear in the villages of Zelenoe, Slavyanskoye, Turgenevo, Zalivino in the Polesie district, Medovoye, Chekhovo, Podgornoye in the Bagrationovsky district, Lesnoy, Rybachy, Morskoye in the Zelenograd district, Soldatovo in the Gvardeysky district, Novostroevo in the Ozersky district and Furmanovo in the Gusevsky municipal district. Rostelecom became the winner of the competitive selection for the construction of fiber-optic lines and the provision of communication services in these settlements. In two villages - Zhilino and Malomozhaiskoye, Neman District - competitive procedures for selecting a provider are ongoing. The main work on the construction of communication infrastructure in the villages is planned for July-December.
Natalya Mayer, director for work with the mass segment of the Kaliningrad branch of PJSC Rostelecom:
In the eastern and southern regions of the Kaliningrad region, the level of high-speed Internet coverage still lags behind the regional average. However, today access to fast and stable Internet is no longer just a convenience, but a necessary infrastructure. With the support of the regional government, residents of small remote villages receive not only reliable Internet, but also access to television, video surveillance and other digital services.
Under the terms of the program, the region compensates the provider for 85% of the actual costs incurred for the construction of fiber-optic lines. The telecom operator, in turn, guarantees the construction of a distribution network from the communication center to the borders of at least 60% of households in each locality with an Internet connection speed of at least 50 Mbit/s.
Marat Fatkhullin, Minister of Digital Technologies and Communications of the Kaliningrad Region:
We continue to work to improve the quality of life in our villages. Stable and high-speed network access opens up opportunities for remote work, online learning, telemedicine, access to electronic government services and educational platforms.
In 2025, Rostelecom won a competitive selection to receive a subsidy from the regional budget and built communication infrastructure in 14 localities. A year earlier, the provider built fiber-optic lines in four more villages. In total, according to the regional Ministry of Digital Technologies and Communications of the Kaliningrad region, over the past two years, due to budget subsidies, optics have appeared in 27 small settlements.
