From building a digital platform to ensuring actual operation According to the Ministry of Science and Technology, one of the outstanding results after one year of operating the new model is that basic direction and administration activities are maintained smoothly; Document processing and public service provision gradually reduce dependence on administrative boundaries; The commune level is identified as the focus of support for infrastructure, data, platforms and digital skills. Along with that, the legal corridor for digital transformation continues to be completed. Many regulations related to electronic records, digital data, electronic transactions, electronic identification and authentication, information security, artificial intelligence, administrative procedure reform, decentralization and decentralization have been issued, creating a basis for localities to deploy more synchronously in the new governance model. The Ministry of Science and Technology has built and completed many architectural frameworks and shared platforms, including the Digital National Overall Architecture Framework and the ICT Architecture Framework for Vietnamese Smart Urban Development. Nam version 2.0, national digital platform catalog, and instructions for implementing the commune-level digital transformation model serving 3,321 communes and wards nationwide. The notable point is that digital transformation is not only deployed from the central to local levels in writing, but has also formed an implementation support mechanism. The establishment of standing teams, hotlines, 24/7 online support groups with localities, and working groups to directly grasp the situation and solve difficulties have contributed to bringing the tasks of decentralization and decentralization into practice. Digital infrastructure - the connecting circuit of the new government model For the 3-level government model to operate effectively, digital infrastructure acts as a seamless connection system. In recent times, telecommunications infrastructure, specialized data transmission networks, and data connection systems have continued to expand, creating a foundation for directing, operating, online meetings, electronic document processing, and providing public services. The 5G network currently covers about 91.9% of the population with over 23 million subscribers; Mobile broadband and fixed broadband download speeds reached approximately 210.85 Mbps and 291.82 Mbps, respectively. The optical transmission system has connected 100% of communes and wards with more than 1.3 million km of cable; The rate of households using fixed broadband Internet reached 85%. The specialized data transmission network has also connected to 100% of grassroots Party and State agencies, serving online meeting systems, handling administrative procedures, sending and receiving electronic documents and handling confidential documents. The entire network is centrally monitored 24/7, contributing to limiting the risk of disruption during the operation of the new model. In addition, the National Data Center was put into operation, gradually becoming the core data infrastructure to integrate, synchronize, store, connect, share and provide data services for agencies and organizations. Telecommunication coverage, eliminating signal dips and power shortages continue to be implemented. By 2025, coverage will be completed for 745 villages with low coverage, while 72 villages do not have electricity from the grid. To date, there are 435 villages that are continuing to be classified, identified and implemented. Data has become the foundation of modern governance. If digital infrastructure is a condition for connection, data is the resource for the government to operate in a new way. In recent times, many national and specialized databases have been built, connected and shared, gradually shifting from manual report-based management to data-based management. Of the total 84 national, specialized and shared digital platforms, 22 have been officially put into operation, 23 are being deployed or tested. Many databases have been connected and compared with the National Population Database to clean, share and synchronize to the National Data Center. The value of data is initially clearly shown in socio-economic life. The exploitation of population, identification, and electronic identification data has supported many fields such as finance - banking, aviation, and healthcare, helping to reduce costs, improve service quality, and create more convenience for people. This is also the foundation to realize the important goal of digital transformation: People do not have to re-provide information that state agencies already have; Officials do not have to manually process data that can be automatically exploited and compared. Online public services shift from providing procedures to serving the people One of the clear marks of digital transformation in the government modelNew rights are changes in public service delivery. The National Public Service Portal gradually becomes a centralized, unified one-stop shop, helping people and businesses access admin
