πŸ“‹ Tender Overview

The overall digital nation architecture framework can be seen as the overall blueprint for the digital nation, identifying architectural layers, components, principles and connections between systems. Download Ms. Mai Thuy Ngan, Director of Technology Center - Digital Government, National Digital Transformation Agency (Ministry of Science and Technology) - Photo: chinphu.vn/Thu Giang It is impossible to form a digital nation from discrete systems. Recently, the Prime Minister issued Decision No. 1425/QD-TTg on the overall digital national architectural framework (version 1.0). Discussing the meaning of the Architectural Framework, Ms. Mai Thuy Ngan, Director of the Center for Technology - Digital Government, National Digital Transformation Agency (Ministry of Science and Technology) emphasized that this is an architectural framework at the national level, serving as a common standard for agencies in the political system to build and update their architectural frameworks. Each agency still has its own framework appropriate to its functions, tasks and authority, but these frameworks will have to comply with a common structure, principles and interconnection requirements, said Ms. Mai Thuy Ngan. According to Ms. Mai Thuy Ngan, we can imagine the Digital Nation Overall Architecture Framework as an overall design, identifying layers, components, principles and connections between components. The need for a common design comes from the fact that a digital nation cannot be formed by the addition of many discrete systems. If each agency invests and builds the system in its own way, there may be scattered investments, duplicate platforms and databases, and difficulty in inheritance. Data is also at risk of lacking continuity, making connection and sharing difficult. When information is not exploited uniformly, people and businesses may have to re-provide information that state agencies already have. In addition, the effectiveness of digital transformation is difficult to accurately measure if the assessment still depends heavily on synthesizing manual reports instead of data generated directly from system operation. Therefore, the Architectural Framework creates common principles for agencies to jointly design, invest, connect, share and operate, forming a unified system. common language of architecture instead of a system for each place. The overall digital national architecture framework is built on the basis of Resolution No. 57-NQ/TW, Regulation No. 05-QD/BCDTW and the legal system on digital transformation, data, personal data protection, artificial intelligence, cybersecurity. Along with that are related frameworks and criteria such as National Data Architecture Framework, National Data Management and Governance Framework, shared data dictionary and national shared digital platform directory. Accordingly, the Party agencies, National Assembly, Vietnam Fatherland Front, ministries, branches, localities and related organizations will build their own architecture according to functions, tasks and authority. These frameworks are not merged into a single framework, but comply with a 4-layer structure: digital infrastructure and network security; core data and platforms; shared applications and operations; effective interaction and measurement channels. Throughout the 4 layers are 4 components including administration, coordination and supervision; standards, regulations and general technical requirements; Prioritize AI applications (AI First); taking data as the center (Data-Centric). The common structure not only reflects the characteristics of each agency, but also ensures the ability to compare, connect, share, interconnect and use on a national scale. Prioritize shared use, limit local systems. An important new point of Decision 1425/QD-TTg is to establish common architectural standards at the national level and investment principles to prioritize common use. If there is already a shared component at the national level or at the provincial level, agencies and organizations must prioritize use before considering new investments. Only invest in new construction when there are no shared components or existing components do not meet management, technical, network security or specific legal requirements. The core spirit is build once, use many times, thereby limiting the formation of local, closed systems and reducing duplicate investment. Digital transformation projects also need to be placed in the overall framework of existing platforms, data and systems to determine the possibility of inheritance, common use and connection. Systems that are operating effectively are given priority for inheritance; Only consolidate, upgrade or replace when absolutely necessary. The overall digital national architecture framework puts data at the center, identifying data as a strategic asset and foundation for governance, operations, service provision and decision making. Data must be accurate, sufficient, clean, live, unified and shared. Along with that, agencies are directed to prioritize considering the application of AI in appropriate processes for analysis, prediction and automation. However, AI does not replace human responsibility. For decisions affecting the legitimate rights and interests of organizations and individuals, AI is only supportive; Authorities and competent persons are still responsible and make the final decision. In addition, Decision 1425/QD-TTg introduces architectural compliance requirements into the entire project life cycle, from planning, appraisal, approval to investment, upgrading and operation. Within 6 months from the date the Frame was bTo ensure safety, agencies and organizations must complete the construction or update of their Digital Architecture Framework. According to Ms. Mai Thuy Ngan, Decision No. 1425/QD-TTg not only provides a technical diagram but more importantly establishes a common governance framework so that digital components nationwide can invest in the right
