Speaking at the conference, Assoc. Prof. Dr. Pham Ngoc Linh, Vice President of VUSTA, said that after 13 years of implementation, the Publishing Law in 2019 In 2012, problems have appeared that need to be revised to suit the development of economics - society and science - technology. In particular, the explosion of digital technology and AI is changing the method of production, storage, distribution and access to publications. Digital publishing, cross-border publishing, multimedia publications and AI pose new requirements that the current legal corridor does not fully cover. Mr. Nguyen Huu Gioi, Chairman of the Vietnam Library Association, assessed that the draft has many new directions, notably shifting from management thinking to development creation, strengthening management with data, digital technology and post-auditing. However, the President of the Vietnam Library Association proposed adding the concept of publishing ecosystem. in the wording section of the draft, in order to clearly identify the subjects, processes, technologies and markets involved in the process of creating, releasing, distributing and consuming publications. At the same time, it is necessary to clarify the concept of publishing association, creating a legal basis for forms of cooperation in publishing activities; At the same time, more clearly regulate the relationship between publishing and libraries, considering these as two linked links in developing reading culture and building a learning society. The Chairman of the Vietnam Library Association also proposed additional solutions to promote the publishing industry to become a strong cultural industry, instead of only focusing on solutions on digital transformation, taxes, publisher organization, training and inspection. One of the issues of special concern to delegates is protecting rights. Authors in the digital environment. Chairman of the Vietnam Library Association Nguyen Huu Gioi said that forms of pirated printing, counterfeit printing, counterfeiting, illegal copy printing and copyright infringement currently do not have penalties that are enough to deter them. Therefore, he suggested studying to strongly increase sanctions, which could reach hundreds of millions of dong, even billions of dong for serious violations. Ms. Bui Thi Thu Hang, Director, Editor-in-Chief of Tri Thuc Publishing House, assessed that bringing publishing to digital platforms creates opportunities to bring knowledge to readers faster and more conveniently. However, the downside of technology also poses new risks, especially copyright issues. According to Ms. Bui Thi Thu Hang, in the digital environment, the risk of fake copyrights, inaccurate copyrights or illegal exploitation may increase as technology develops. Therefore, along with expanding the development space for digital publishing, the law needs to be one step ahead in preventing and handling copyright violations in the online environment. Another issue is raised. This is the publishing group model. According to Ms. Bui Thi Thu Hang, this is an appropriate development direction, but it is necessary to carefully consider infrastructure, resources, human resources, operating methods and responsibilities of relevant agencies. Therefore, it is possible to do pilot research for qualified publishers, then evaluate and gradually replicate. From the opinions at the workshop, VUSTA will synthesize to build an official Social Criticism Report and send it to the National Assembly Standing Committee to serve the review process.
