In that context, inspection activities are considered an effective tool in detecting and preventing risks, and at the same time handling violations of social insurance, unemployment insurance, and health insurance. According to statistics, from 2022 to the end of 2024, the entire Vietnam Social Insurance system has effectively carried out specialized inspections and checks, specifically: Presided over specialized inspections, checked social insurance, unemployment insurance, and health insurance payments at 62,587 employers, of which: The amount of late payment and evasion of payment recovered was 7,509.35 billion VND; Required participation for 37,081 people, with a back pay amount of 176.29 billion VND; requested to pay additional time for 23,767 people, with a back pay amount of 176.91 billion VND; Request to adjust and supplement payment rates for 136,094 people with a back pay amount of 294.18 billion VND. Has issued or submitted to competent authorities for issuance 4,351 Decisions to sanction administrative violations of social insurance, unemployment insurance, and health insurance with a total fine of 174.51 billion VND. Request to recover to the social insurance fund the amount of 41.61 billion VND of 47,878 workers improperly enjoying social insurance benefits; Request to recover from the unemployment insurance fund the amount of 2.18 billion VND from 371 workers improperly receiving unemployment insurance benefits. Checked at 1,664 health insurance medical examination and treatment facilities and refused to pay health insurance medical examination and treatment costs due to illegal expenses of 363.66 billion VND. According to the Ministry of Finance, to ensure the unity and synchronization of the legal system, meet state management requirements, and resolve problems when switching to specialized inspection functions of the Social Insurance agency, the development and promulgation of a Circular stipulating the specialized inspection process in the fields of social insurance, unemployment insurance, and health insurance is necessary. From Article 1 to Article 7 regulates the following contents: Scope of regulation, subjects of application, inspection content, inspection authority, inspection plan, inspection methods, and clothing of the person performing the inspection task. From Article 8 to Article 21 regulates the following contents: Selecting and determining inspection objects; issue an inspection decision; inspection period; inspection conduct plan; announce inspection decisions; conduct direct inspection; conduct remote inspections; collect records, documents, and data; change the Team Leader or change or add members of the Inspection Team; temporarily suspend the inspection, suspend the inspection; handle violations of social insurance, unemployment insurance, and health insurance discovered through inspection; report test results; inspection conclusions; Written request for rectification and remediation; Organize the implementation of handling decisions on inspection; Monitor, urge and inspect the implementation of decisions on handling inspections.
