Deputy Prime Minister Le Tien Chau has just signed Decision No. 1252/QD-TTg dated July 10, 2026 approving the Project to invest in facilities and improve the quality of operations of a number of large higher education institutions in the Central and Central Highlands regions into prestigious training centers in the region and the world (Project). The goal of the Project is to invest in developing Hue University, Da Nang University, Vinh University, Nha Trang University and Quy Nhon University into large higher education institutions, serving as centers for high-quality human resource training, scientific research, innovation and prestigious technology transfer in the region and the world; is the nucleus leading the ecosystem of higher education, creative startups and scientific cities, acting as a driving force in providing human resources and scientific and technological solutions to serve socio-economic development and sustainable regional linkages of the Central and Central Highlands regions. Hue University plays a pioneering role in training high-quality human resources and scientific research for the region and the whole country. The project sets specific goals to 2030 as follows: Hue University strive to develop into a national university, following the orientation of a multi-disciplinary, multi-field research university and digital transformation; play a pioneering and key role in training high-quality human resources and scientific research in the region and the country; play the role of a high-quality specialized academic, cultural and medical center of the country; is the core nucleus leading the higher education ecosystem, innovation and development of an ecological university urban model associated with the unique heritage urban space of centrally-run Hue city; Prioritizing space arrangement for the development of higher education facilities associated with the multi-functional integrated university urban area model, including training, scientific research, innovation and urban development, creating a pervasive driving force for socio-economic development in the North. Central Region; Focus on prioritizing investment resources, smart school infrastructure and modernizing the laboratory system to take the lead in high-quality human resource training, research and technology transfer; Focus on developing key key fields including specialized medicine and pharmacy, biotechnology, basic science, educational science, high-tech agriculture, forestry and fisheries, clean energy, cultural industry, heritage tourism and digital economic services; Ensure that key industries invested in meet international accreditation quality standards; Comprehensively improve the quality of leading lecturers and experts, striving to achieve a rate of 60% or more of full-time lecturers with PhD degrees, of which at least 20% are Professors, Associate Professors and 10% are international lecturers; Attract at least 20 of the worlds leading scientists to teach, research and train about 50 talented young lecturers and scientists to lead strong training areas; Strengthen financial autonomy associated with commercialization of research results, strive to reach 10% - 15% of total financial revenue from science, technology, innovation, short-term training and service activities; Strive to enter the Group 300 leading universities in Asia according to prestigious international university rankings, affirming the position and global competitiveness of the regions higher education ecosystem. The University of Danang plays the role of a national model in innovation, digital transformation and is the growth pole leading the regions education ecosystem. The University of Danang strives to develop into a national university, a national key university oriented towards multidisciplinary research and digital transformation, playing the role a national model of innovation, technology startups, digital transformation and a growth pole leading the regions higher education ecosystem and scientific urban area; Focusing on prioritizing resources to synchronously invest in the infrastructure of Hoa Quy - Dien Ngoc university urban area, playing the core role of connecting the network between Schools - Businesses - Government to take the lead in high-tech human resource training; Focus on developing key areas including semiconductor circuit design, artificial intelligence (AI), data science, automation and digital technology; Ensure that key training programs are invested in that meet international accreditation quality standards; Comprehensively improve the capacity of the team of lecturers and leading experts, strive to achieve a rate of 60% or more of full-time lecturers with PhD degrees, of which at least 20% are Professors, Associate Professors and 15% are international lecturers; Attract at least 50 of the worlds leading scientists to teach, research and train about 70 talented young lecturers and scientists to lead strong training areas; Breakthrough in financial autonomy associated with commercialization of knowledge, striving to increase the proportion of revenue from science and technology activities, innovation and digital transformation to at least 35% in the total revenue structure of the university; Strongly develop the university-based business model (spin-off) with the target of forming and effectively operating at least 50 businesses per year; Strive to enter the N.Group of 150 leading universities in Asia, including at least one major or field in the Group 100 in the world according to prestigious international university rankings, contributing to enhancing the global position of Vietnams higher education ecosystem, meeting the requirements of providing high-quality human resources for national development.
